We have an opening for a Production Operations Engineering Manager. You will lead multiple teams to manage a Material Requirements Planning (MRP) system, plan projects and extract component, assembly, and system requirements, determine procurement and/or manufacture strategies, advise on materials with considerations for cleanliness and radiological exposure, assess design manufacturability, and consult on Additive Manufacturing (AM) options. As a liaison between various National Ignition Facility (NIF) engineering groups and other LLNL organizations, you will lead efforts to communicate concepts, designs and methods to suppliers while providing a means for incorporation of supplier-developed concepts, designs and methods, in the final product and testing. This position is in the Laser Systems Engineering and Operations (LSEO) Division, within the Engineering Directorate.

This position will be filled at either the SEL.4 or SEL.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Lead a team to provide engineering and manufacturing solutions for work that is frequently not well defined for NIFs Engineering groups by extracting requirements from design teams, performing design analysis, leading strategies for make-buy decisions, prototyping options, and fabrication/assembly/test of mechanical, electrical, optical hardware, and associated controls systems.
- Apply principles of engineering, physics, materials science and knowledge of fabrication methods to lead teams working with complex problems requiring in-depth analysis of tangible and intangible factors to ensure that systems, subsystems, and parts will perform as required, and can be readily fabricated/assembled, installed/commissioned, maintained, and repaired.
- Work closely with program managers to direct technical tasks and set broad engineering procurement and manufacturing strategies to ensure that stakeholder needs are satisfied in a cost-efficient and schedule-compliant manner while meeting the business and technical goals of the project.
- Analyze internal/external proposals and technical data. Interface with LLNL Procurement and other organizations as a subject matter expert to address design and integration issues over a wide-range of disciplines and specialty groups.
- Develop new ideas and modify approaches in determining methods, techniques, and evaluation criteria used to fabricate and/or integrate component, assemblies, and systems.
- Identify and manage issues in safety, export control, intellectual property, legal/regulatory structures, manufacturability, knowledge transfer, and process improvement.
- Visit various LLNL/NIF labs/assembly areas and travel to suppliers facilities to assess progress from a project-management perspective, determine and provide necessary guidance/assistance, identify and mitigate risks, etc. Serve as technical point of contact with select suppliers and associated contract analysts.
- Provide regular status updates to advise senior management, vendors, and external sponsors.
- Perform other duties as assigned.

In Addition at the SEL.5 Level
- Anticipate and navigate make-buy/acquisition challenges with expert knowledge of engineering practices (SME level) and business acumen; in particular, matching candidate suppliers technical capabilities with various work-scopes required.
- Identify inefficiencies in the organizational processes associated with the above activities and apply, lead, and/or develop cutting-edge principles, theories, and concepts for improvement.
- Provide the overall vision of how to realize a complete product/system; effectively engage as customer/driver for troubleshooting and extending NIFs commercial-based/highly-customized Manufacturing Resources Planning (MRP) system.

Qualifications
- Master's degree in Mechanical Engineering or related field, or the equivalent combination of education and previous relevant experience.
- Subject Matter Expert knowledge and significant experience of highly advanced technical and manufacturing concepts with responsibility for research, design, analysis, prototyping, and early fabrication/assembly/test.
- Ability to manage multiple priorities on unique and diverse engineering projects of very complex scopes which have included development of new technologies.
- Highly advanced experience preparing requirements documents, statements of work/specifications, cost estimates, schedules, and other engineering reports.
- Highly advanced experience in work-breakdown, scheduling, cost-estimating, earned-value, configuration management, change control, and other project management tools.
- Awareness of commercial/business practices and incentives. Understanding of limitations resulting from various regulations typical in a taxpayer-funded environment.
- Expert communication, facilitation, and collaboration skills necessary to present, explain, and advise senior management and/or external vendors.

In Addition at the SEL.5 Level
- Expert knowledge of state-of-the-art technologies for mechanical, electrical, and optical design and manufacturing.
- Extensive experience and ability to apply, lead, and/or develop cutting-edge principles theories, concepts, and technologies for the design and manufacture of mechanical, electrical and optical components, assemblies, and systems.
- Extensive experience with implementation of a MRP system, with leadership responsibility for user/organizational aspects.

Desired Qualifications
- Advanced degree in engineering, with an additional degree or experience in business.
- Experience with university (taxpayer-funded) or federal governments acquisition regulations, intellectual property practices, and export control concerns.
- Experience with engineering of one or more of: high-vacuum systems, laser-mechanical, electro-optical systems, scientific, physics, or nuclear diagnostic systems.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
