Principal Subcontract Specialist - Remote Opportunity

The Principal Subcontract Specialist will be responsible for the overall supplier subcontract management activities. These activities would include strategic sourcing, supplier development, supplier performance management, and establishment of complex business agreements/high dollar subcontracts in support of Department of Defense, Government and International contracts.

The Principal Subcontract Specialist is responsible for providing consistent oversight and evaluation of supplier performance, including cost, schedule, quality, and technical performance. The Senior Principal Subcontract Specialist will monitor the overall performance and reporting of the subcontractors daily activities to support the achievement of prime contract requirements and program goals; ensuring continual assessment of risks and opportunities; and supporting active management of these to achieve flawless program execution.

The ideal candidate will draw from extensive program/subcontract management experience to ensure effective subcontractor execution in alignment with program objectives. This position will be remote/telecommute.

U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.

Additional Responsibilities include but are not limited to:
  1. Manage Fixed Price and/or Flexibly Priced contracts in a compliant and effective manner
  2. Develop Import/Export plans while adhering to compliance guidelines
  3. Lead formal Negotiations for both product cost and standard terms and conditions of sales as required
  4. Placement of Compliant Purchase Orders that are of Medium to High Complexity with minimal supervision
  5. Maintain compliance with Federal and State Acquisition Regulations (FAR)
  6. Develop plans to promote cost reduction initiatives and performance improvements to drive flawless supplier execution for RMD programs
  7. Ability to prepare, attend and present status at Customer meetings and reviews on such topics as open requisitions, PO placement, and delivery updates, etc.
  8. Utilize project management skills and business acumen to develop complex strategic sourcing and pricing agreements
  9. Manage supplier performance to cost, delivery/schedule, and quality, technical and programmatic/contractual requirements.
  10. Analyze quotations/proposals to perform price/cost analysis techniques
  11. Perform risk analysis and develop mitigation plans and develop solutions to problems utilizing ingenuity, creativity and innovation
  12. Occasional travel may be required less than 50%
  13. Provide guidance, coaching, and training for team members
  14. Support contract close-out activities

Required Education:
  • Bachelors Degree in Supply Chain, Finance, Operations, Business or other related field

Required Experience & Skills:
  • A minimum of 8 years experience in a similar position which may include progressive work in a contract/subcontract, procurement, purchasing, supply chain or buyer/supplier related role

  • Experience with application of concepts and principles of Subcontract management

  • Experience interfacing and communicating with all levels within an organization as well as with a large external customer base
  • US Citizenship

Desired Experience, Skills & Education:
  • Masters Degree in Business, Finance, Supply Chain, Operations Management or any major related to the job description
  • Experience placing subcontracts and managing contract performance
  • Working knowledge of Raytheons Supply Chain policies/procedures/Tools (PRISM, EPAD, ESPX)
  • Experience working with (IPDS) Integrated Product Development System
  • Earned Value and Integrated Master Planning/Scheduling experience
  • Experience working with Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA)
  • Experience with Export/Import policies and procedures (i.e licenses, DSERs/RGEMS, import plans, etc)
  • Supply Chain certification (CPM, CPSM, CPIM, APICS, etc.)
  • Strong written, verbal and listening skills
  • Detail-oriented
  • Strong negotiation skills with track record of successful outcomes
  • Ability to multi-task in a fastpaced work environment
  • Ability to develop creative and innovative solutions to complex supply chain issues
  • Ability to influence team decisions based on risks and opportunities
  • Propose solutions to a variety of problems of moderate scope and complexity
  • Critical thinking and analytical skills
  • Strong analytical skills, business and financial
  • Knowledge of FAR/ DFAR regulations
  • Active Secret Clearance
  • Experience leading or participating in development contracts with suppliers
  • Adaptability between strategic and tactical tasks and assignments
  • Previous department of defense (DoD) acquisition experience
