Raytheon Missiles and Defense (RMD) Business has an exciting opportunity for a Contracts Negotiator on a competitively won and complex FPIF radar development contract with a valuable and strategic US Air Force customer. We are looking for a passionate Contracts professional to accept a high degree of responsibility on a contractually complex classified program within a strategic product line. This individual will be highly involved with and communicating regularly with the US Air force Customer regarding day to day contract activities as well as proposal and REA negotiations. The selected candidate will also gain experience with international customers supporting the Air Power (AP) international capture team, a growing RMD franchise.

The Contracts Negotiator will provide contracts administration and management support in key focus areas including: proposing, negotiating, administering contract change orders, customer correspondence (unclassified and classified), interface with internal and external customers on contractual matters, flow down of contractual requirements to performing organizations, payment milestone collection and nuanced international contractual and capture strategy. The selected Contract Negotiator will perform duties in the Persistent and Strategic Sensor (P&SS) group in the AP business area of RMD.

Applicant must be able to attend classified meetings at the RMD location in Woburn, MA when needed. The successful candidate will likely be working in a hybrid environment including both remote and on-site presence in Woburn, MA.

US Citizenship is required as this position needs an active US Security Clearance as of day one of employment

  • Change management - effectively manage contractual scope and terms and conditions to ensure work is performed to the overall contract scope
  • Act as interface for Contracts with Program Management, engineering, and external customers (Contracting Officers/Contract Negotiators or Subcontract Managers)
  • Support and interface with internal functional organizations (Finance, Engineering, Quality, Supply Chain, Pricing) in the daily administration and proposal/REA process and work as a team to develop solutions to complex program and contractual issues
  • Collaborate with multiple functions as part of an integrated team to negotiate and execute proposals and Requests for Equitable Adjustment with best value and minimal risk
  • Ability to grasp complex contractual situations and draft and submit contractual letters based on the scenario after receiving approval from Program Management
  • Provide guidance regarding contractual and business issues, advising management and capture proposal teams of contractual rights and obligations as well as possible mitigation of contractual/program risks
  • Coordinate with Office of General Counsel, PMO, Finance and Contracts when needed on contract matters/interpretation and REA recoverability status
  • Responsible for compliance within the areas of contract set-up, deliverables, invoice tracking, cash collection, internal/external reporting and audits and closeouts

The ideal candidate will be expected to possess the following:
  • Strong communicator both orally and in writing; robust analytical skills; strong interpersonal skills; be adaptable to a variety of business situations
  • Ability to work within a team and to foster teamwork and trust
  • Excellent organizational and time management skills, proficient in computer skills including Microsoft Word, PowerPoint, and Excel
  • Excellent attention to detail and demonstrated desire and ability to quickly learn and understand new contractual and legal topics.
  • Demonstrate expertise and understanding of various contract structures and an exemplary level of business acumen

Required Skills:
  • 4 years professional experience in contracts, subcontracts, legal or similar business field
  • BS/BA is required in one of the following majors: Business, Finance or Related Field
  • Experience with regulatory policies to include: US Federal Acquisition Regulations (FAR) and the Department of Defense Federal Acquisition Regulation Supplement (DFARS)
  • Active SECRET Clearance is required
  • U.S. Citizenship is required

Desired Skills:
  • Defense Industry specific Contracts or industry related experience preferred
  • NCMA Certifications
  • Understanding complex documents and ability to interpret requirements
  • Demonstrated negotiation skills
  • Demonstrated ability to develop effective and sustaining relationships with customers
  • JD or MBA
