The RMD PMX organization is seeking a highly motivated and experienced program manager to be the Land Warfare and Air Defense (LWAD) Mission Area PMX Deputy Lead. This position reports directly to the LWAD Mission Area PMX Lead (MAPL), a functional member on the LWAD Mission Area Leadership Team, and is a nominal two-year rotational assignment. This person is responsible for execution oversight of programs within the LWAD Mission Area, in a coordinated approach with the LWAD MAPL.
This position provides the opportunity to work with LWAD leadership at all levels, including Mission Area Leadership, Product Area Directors, and the Program Managers and their teams, to drive business performance and growth through successful program execution. This position provides the opportunity to work collaboratively with the broader RMD PMX leadership team to ensure programs apply best practices and leverage proven processes and tools, to improve program performance and deliver results for the business. The Mission Area PMX Deputy Lead should possess the credibility and programmatic experience to oversee the broad portfolio of LWAD programs, with knowledge and experience across all program phases from pre-award planning, startup, and execution and contract closeout.

Responsibilities to anticipate:
  • This person is a visible role model of leadership excellence across the LWAD Mission Area, supporting the successful execution of a portfolio of diverse and complex programs of significant size to achieve business goals.
  • Collaborate and influence with Leadership to set vision and direction, establish plans and strategies, and motivate programs to achieve established goals.
  • Engage and collaborate with PADs, Program Manager and teams to provide independent and objective assessments of program performance and use of best practices.
    Identify and drive projects/initiatives collaboratively across the Mission Area to improve program performance such as Independent Reviews, Risk and Opportunity workshops, disciplined use of metrics, and EVMS adherence.
  • Support PMX / CMX alignment and pre-award planning through Gate 4 to ensure executable bids with achievable challenges. Conduct Execution Readiness Assessments (ERAs) for key and strategic captures. Coordinate with capture/proposal teams to identify program management needs, assist in the identification and acquisition of subject matter expertise from across the enterprise.
  • Support Disciplined Program Design and Planning to achieve successful Program Startup at Gate 5. Coordinate with program execution teams to leverage proven processes including ProStart and Best Practices Assessments. Coordinate and assign IR-5 chairs and review teams with applicable subject matter expertise aligned to program scope and complexity.
  • Provide assistance to strategic or troubled programs. Coordinate the participation of subject matter expertise from across the RTN enterprise to support programs in the identification of performance challenges/opportunities, root cause analysis, and developing/implementing performance improvement solutions.
  • Support disciplined and timely Contract Closeout through conduct of appropriately tailored Gate 11. Coordinate and assign IR-11 chairs and review teams with applicable subject matter expertise aligned to program scope and complexity.
  • Collaborate with PMX Leaders and the Global Talent Development to ensure PMX talent pipeline supports growth and mix of programs; including Program Managers, Integrators, Planners, Risk and Opportunity Managers. Support program managers career development through PM Certification. Participate and advocate at Program Management Certification Boards. Support and participate in the Emerging PM Development program. Mentor existing and potential Program Managers across the mission area.   • As the RMD PM Process owner, define, deploy and maintain all RMD PM Directives, standard procedures and best practices, involving all applicable stakeholders.
    This position is based in Tucson, AZ and will require travel about 25% of the time.

    Qualifications you must have:
  • 12 years of experience; preferably in government, defense, aerospace or related industry.
  • 8 years of program management experience; preferably with P&L experience, at multiple program life-cycle stages (capture, development, transition to production, production, & sustainment), and different contract types (DoD, FMS, DCS, Fixed Price, Cost Plus).
  • Raytheon Technologies RMD Program Management Certification Level 3 or ability to obtain within 6 months of starting.
  • Prior experience with management and Leadership. Using experiences and/or in-depth understanding to develop solutions to complex problem.
  • Experience being a team builder that fosters collaborative relationship; working to influence others to accept concepts, practices and approaches.
  • Bachelors degree; preferably in STEM field or Business related discipline.
    An active and in-scope Secret US security clearance.

    This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
    This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process.
