The Environment, Safety, and Health (ES&H) Directorate has an opening for a Performance Management Specialist. ES&H is a multi-discipline directorate with 100+ complex and dynamic ES&H programs that we manage for the Laboratory, a $70+M budget, and ~400 employees. As the focal point for Performance Management, you will be a member of the Planning and Performance Management Office (PPMO) staff reporting to the PPMO Office Leader. Your primary objective will be working with ES&H Functional Area Managers (FAMs) and SMEs to develop, track, and manage metrics assessing the health of the ES&H programs and overall Directorate performance. In the Performance Management Specialist role, your partnership, facilitation, and engagement across ES&H will be critical to the maturation of the Directorate's performance management discipline.

In this role you will

  • Collaborate with ES&H programmatic SMEs and ES&H Senior Leadership in developing, tracking/monitoring, and evolving performance measures and KPIs.
  • Facilitate programmatic performance evaluations for diverse institutional processes and technical requirements to ensure effective implementation of federal and state regulations, as well as DOE and institutional requirements.
  • Utilize analytics and business intelligence competencies to plan, develop, and drive implementation of the required IT infrastructure.
  • Scoping, developing, implementing, and maintaining ES&H performance dashboards including both programmatic and strategic planning performance.
  • Serve as a technical resource and facilitate various advisory and working group meetings/committees related to performance management.
  • Advise the PPMO Office Leader and ES&H Senior Leadership team on meaningful metrics and performance indicators.
  • Develop and deliver briefings to the PPMO Office Leader, and ES&H Senior Leadership Team, regarding the status of metrics and performance indicators.
  • Perform other duties as assigned.

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship
  • Bachelor's degree in an engineering, physical science, ES&H, or other related technical field, or equivalent combination of education and related technical experience.
  • Technical leadership skills and experience which includes interactions with SMEs and Management personnel.
  • Experience leading projects and scenarios without formal authority, resolving complex problems and developing, planning, and coordinating solutions.
  • Knowledge of and experience applying technical project management and process improvement principles and problem-solving, conflict resolution, persuasion, negotiation, and consensus-building skills and independent judgement to ensure deliverables are met.
  • Skilled in generating, and maintaining, successful and effective working relationships with a broad cross-section of management, technical, and administrative personnel.
  • Excellent verbal and written communication, facilitation, collaboration, and presentation skills required to effectively present, explain, and advise senior management and SMEs.

Qualifications We Desire

  • Experience with Analytics software, such as, but not limited to, Tableau, Micro Strategies, or Power BI.
  • Experience working at DOE or non-government hazardous facilities, ES&H, and/or work planning and control roles.
