The Center for Programs and Technology (CPT) is seeking a Technical Director (TD) for CPTs Community Intelligence Programs Division, P570.  P570 supports one of the most challenging elements of the Intelligence Community in the evaluation, acquisition and application of advanced technology-based capabilities to critically important national intelligence missions and operations.  

 

The P570 TD reports to the CPT VP of Intelligence Programs (P050). The P570 TD is fully accountable to the cognizant officer for aligning the workforce to deliver value and impact to the Portfolios' work program and for the strategic shaping of the workforce to support future work program needs. 

 

In collaboration with the Z570 Portfolio Director and the P570 Senior Leadership Team, the TD will set the strategic direction and align the workforce to deliver mission value and impact the sponsors priorities and outcomes.

 

The TD will be jointly responsible for:


  • Working in close partnership with USGC-B affiliated Department Heads, Portfolio Directors, Portfolio Managers, Chief Engineers, and Project Leaders 


  • Leading the planning and execution of the UGSC-B work plan and applying knowledge of sponsor domain 


  • Ensuring the technical quality of work products


  • Shaping the workforce to deliver high-value, high-impact work, including ensuring that staffing levels are maintained for critical skills and that the right people are placed in the right jobs 


  • Attracting, developing and retaining exceptional talent 


  • Collaborating with leadership from other Portfolios, Program Divisions and Technical Centers 


  • Ensuring that the Community Intelligence Programs division is able to respond to new and emerging threats and opportunities realities


  • Embracing new and emerging technologies

    This position will be based in McLean VA but will also require occasional local and overnight travel to Bedford as well as to geographically-dispersed sponsor and MITRE site locations in the Washington Metropolitan Area (WMA).

     

    Key Functions/Responsibilities 


  • Oversee efforts to increase our work programs influence and impact on the sponsors efforts to continually apply emerging technologies and technical tradecraft in increasingly challenging global operational environments.


  • Provide technical and strategic quality review of division project plans, capabilities, and deliverables.


  • Adhere to sponsor-driven restrictions, identify and evaluate appropriate potential collaboration initiatives and partners within CPT, MNS, and across the Corporation, and bring those relationships into the day-to-day functioning of the division and the work program.


  • Work with the Portfolio Director and the PMs to identify opportunities, share information, and leverage resources across the major portions of the work program.


  • Lead division and softshell personnel to ensure a continued balance between staff needs/career planning and technical/work program requirements. 


  • Formulate and execute workforce recruitment, training, and retention strategies; including finding ways to recruit and train within sponsor-imposed security constraints, and accommodate sponsor and MITRE equities.


  • Work with MNS, Intelligence super-portfolio and Corporate management to ensure that P570 is fully aligned with higher-level strategies, initiatives, and plans

Preferred Qualifications:

Technical Directors must demonstrate the highest levels of technical, management and business development skills. They must have depth in the technologies their divisions are engaged in and must have a strong understanding of their customer's applications as well as how MITRE can best support the sponsors mission, operations, and domain; to include a solid mix of proficiency or awareness in systems engineering, cyber security/engineering, differences between mission and enterprise IT, information engineering (e.g., data sets, conditioning, and analysis), and acquisition process tailoring for mission needs, risks and timelines.

 


Required Qualifications:

The successful candidate must demonstrate the highest levels of skills and experience in, but not limited to, strategic planning; workforce shaping; project execution; project/deliverable quality; cross-project coordination/collaboration; staff planning and delivery; and staff development; particularly as applied to managing people and projects supporting the Intelligence Community.  

 

Applicants must have leadership experience as a Department Head or at the senior staff level within a Division or Portfolio, and a proven track record of sponsor focus and strong employee engagement.

 

Applicants selected for this position will be required to either already possess a current acceptable SCI clearance or be willing to obtain one (including successfully passing a polygraph) prior to assuming the full duties of this role.

 


Minimum Qualifications:
Bachelors Degree in one of the following disciplines, Electrical, Computer or Systems Engineering and 15 years of related experience. The candidate will possess Leads definition of work program for major customer base. Recognized and sought out by MITRE, customers, and the profession for expertise.
