We are looking for an Operations Manager to support the Weapons and Complex Integration Principal Directorate (WCI) nuclear and non-nuclear facilities. You will primarily be responsible for managing approximately 15 staff members comprised of the hard-matrixed Engineering Directorate facility operators, facility points of contact (FPOCs), and facility coordinators and support staff. As the SBK Operations Manager, you will lead and manage a wide range of facility and programmatic functions, such as ensuring the performance of system surveillances, testing, and procurements in support of facility operations, upgrades, and modifications for SBK nuclear and non-nuclear facilities.

Essential Duties
- Provide advance technical guidance, leadership, and supervision for SBK facility operations staff in the SBK nuclear and non-nuclear facilities.
-Provide day-to-day direction to facility operators, FPOCs, facility coordinators.
-Manage the safe operation of the physical plant facility systems in accordance with the applicable nuclear facility Documented Safety Analyses (DSA) and Technical Safety Requirements (TSR) to ensure their reliability, availability, and operability.
- Provide leadership and oversight of the training and certification of the facility operators.
-Develop and maintain operating procedures for Building Safety Systems (BSSs), including Surveillance Requirement Procedures (SRPs), Administrative Control Procedures (ACPs), Operating Procedures Facility (OPFs), Abnormal Operating Procedures (AOPs), and Alarm Response Procedures (ARPs).
-Ensure that all SRPs, ACPs, AOPs, OPFs, and ARPs are implemented, current, and performed within their required periodicity and that appropriate actions are followed for any deficient conditions identified in accordance with requirements in the applicable nuclear facility DSA and TSR.
-Coordinate procedure schedules in advance to secure support resources from external organizations (i.e., the Facility and Infrastructure Department and the Emergency Management Department) to ensure required performance periodicities are met.
-Oversee work performed by others (e.g., external workers and subcontractors) to ensure compliance with the Work Planning and Control Manual.
-Provide guidance and direction for operations in the facility Control Room that ensures implementation of the associated Conduct of Operations matrix.
-Establish and manage the nuclear facilities operations budget.
-Collaborate with Facility Managers, Superblock (SBK) Engineering and Maintenance Manager, SBK Engineering Manager, SBK Maintenance Manager, and SBK Projects Manager regarding facility and equipment upgrades, modifications, and improvements.
-Provide strategic recommendations and solutions to complex issues and problems to senior management for facility modifications and changes in support of self-identified, programmatic, and institutionally-directed initiatives.
-Serve as critique leader and conduct investigations, as appropriate, following off-normal occurrences and events.
- Perform other duties as assigned.
Qualifications
- Bachelors degree in chemistry, engineering, or a related scientific field or equivalent level of education and related experience in the area of facility operations.
-Significant experience at a DOE, U.S. Navy, or commercial nuclear facilities performing operations activities.
-Subject matter expert level of knowledge of DOE policies, procedures, regulations and standards, including DOE Order 422.1, Conduct of Operations, and DOE Order 420.1C, Facility Safety.
-Extensive experience in operations program development and implementation, including establishing and managing performance measures and key performance indicators.
-Experience using highly independent judgment to provide sound technical evaluations and recommendations in nuclear (and non-nuclear) facility operations and maintenance.
-Expert level technical and organizational problem-solving skills and demonstrated ability to provide solutions to highly complex or conflicting issues.
-Experience with supervision, administration, and resource management necessary to manage a professional/technical-level team.
-Expert verbal and written communication, facilitation, collaboration, and interpersonal skills at the technical level necessary to present, explain and advise senior LLNL management as well as staff members from external regulatory organizations such as DOE and the Defense Nuclear Facilities Safety Board (DNFSB).
-Extensive experience writing and reviewing technical documents, such as safety plans and procedures. Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management, external sponsors, regulators, reviewers, and stakeholders.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
