The Operations and Business Principal Directorate (O&B PD) has an opening for a Principal Directorate Administrator. The O&B PD provides services that are an integral part of and empower LLNLs research and development programs, underpinning their success, and keeping LLNLs programs and facilities running efficiently.  As the Principal Directorate Administrator, you will be a key member of the O&B PDs senior management team, functioning as the administrative operations leader for all aspects of the organizations administrative management.  You will participate in all aspects of business and workforce planning, operational issues, and strategic planning activities, and will interact with high-level staff within the O&B PD, the Laboratory, and external contacts on behalf of the Principal Associate Director and staff.  This position will report directly to the Principal Associate Director.

Essential Duties:

- Serve as a member of the Principal Directorate leadership team and participate in all aspects of business and workforce/talent management planning, succession planning, operational issues, and strategic planning activities.
- Lead, direct, oversee, and execute all aspects of management and customer service delivery of the Principal Directorate administrators and 50-plus support staff across directorates including recruiting, hiring, supervising, mentoring, coaching, consulting, training, performance management, corrective actions, employee relations, and ranking/compensation activities.
- Partner with Finance and HR staff to develop, establish, and oversee the administrative budgets, schedules, work plans, and forecast staffing levels to ensure appropriate support of mission directives and activities across organizations.
- Interpret, influence, refine, develop, and execute administrative, operational, and institutional policies, procedures, administrative needs and analyze, develop and implement procedures, methods and practices at the Principal Directorate and organizational levels needed that are in alignment with operational missions and initiatives for customers and stakeholders..
- Provide strategic and tactical execution regarding administrative operational issues and synthesize multi-faceted and complex issues and challenges into short and long-term measurable goals, metrics, and deliverables.
- Represent the O&B PD on various Laboratory committees, initiatives, or projects  and lead a variety of internal committees, initiatives, projects, and/or meetings to ensure timely dissemination of administrative, operational, and staff relations information; oversee a variety of O&B PAD activities, including employee recognition/awards, diversity/equity/inclusion programs, training/development coordination, and safety/return to work programs.
- Build strong partnerships across O&B and laboratory administrative and support organizations to coordinate and respond to various institutional administrative requests.
- Responsible for the general oversight of administrative staff and personal commitment to the goals of Integrated Safety Management, Integrated Safeguards and Security Management, compliance with all Environmental Safety Heath & Quality regulations, assurance/compliance, best business practices, diversity, equity & inclusion, and equal opportunity.

Qualifications:

- Bachelors Degree in management or related field or equivalent combination of extensive experience and education in a related business, operational, and/or organizational area.
- Extensive supervisor/manager experience with demonstrated leadership, teambuilding, and relationship-building skills to effectively create, manage, and enhance an effective administrative and operations team.
- Collective and comprehensive knowledge of human resources, finance and operational practices, processes, and protocols including extensive experience interpreting and implementing personnel policies and procedures, regulations, and state and federal laws.
- Proven experience managing staffing levels including strategic workforce planning, talent assessment, development, and succession planning/knowledge transfer.
- Ability to work and perform effectively in both a team environment and as an individual contributor.  Extensive experience initiating, building, and enhancing relationships and partnerships within broad scope and across organizational levels with critical customers and partners.
- Experience guiding and implementing administrative strategic goals for the administrative and operational staffability to set standards/metrics, define mission/vision statements, values, and expectations.
- Advanced analytical and problem-solving skills to independently and successfully resolve unique, broad-based, and highly complex problems; extensive experience using creative thinking, sound judgment, and decision-making skills
- Experience working on and/or leading a variety of cross-functional/organization projects and resolving multi-faceted and complex organizational-wide issues.
- Expert communication, facilitation, collaboration, and problem-solving skills necessary to explain, negotiate, persuade, and lead staff and management through various situations, matters, and change to achieve desirable outcomes and performance in a large, complex, and diverse organization.

Desired Qualifications:

- Experience using LLNL administrative systems including LHire (Recruiting), LAPIS (HR Database), LTRAIN (Training), LITE (Timekeeping), supplemental labor requests and other relevant systems or equivalent databases.
- Advanced degree and/or professional certification.
- Advanced knowledge and experience in developing complex data analysis practices including use of Excel spreadsheets, using, and applying Excels graphical and analytical tools.
- Experience working in science/technology/security mission organizations or mission support organizations

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.
