The offense collects, processes and disseminates intelligence information derived from foreign signals for intelligence and counterintelligence purposes. The defense prevents adversaries from gaining access to sensitive of classified national security information.

Description of Position

This unique assignment opportunity is immediately available for an individual who wants to apply their passion and knowledge of social and behavior science to improve conflict competence of employees and promote resolution of unproductive conflicts at the lowest level possible. The Office of Dispute Resolution and Grievances (DRG) serves as the Agency's authority for Alternative Dispute Resolution (ADR). The DRG takes a holistic approach to resolving conflict at its root causes following authority, policy, and best practices that provides the employees their voice to be heard, promotes procedural justice, and reconnects employees with the organization. The DRG creates the space to raise voice and establish a co-created plan for the way forward. We do not label people as good or bad, instead we let the business problem guide us, and the focus is on relationship building and reengagement to our mission.

The professional selected for this position will help us to expand conflict skills building delivery beyond mid- to senior-level employees to the newest members of our workforce, respond to the increased requests for team engagements, and conduct expert-level conflict-resolution interventions (coaching, mediation, facilitation, and other similar conflict resolution techniques). The selectee will perform an ombudsman role to hear employee concerns and help them to understand the various ADR services available from the DRG (or assist them in identifying which process or program would be best suited to their needs).

The selectee will be on a team with the joint responsibility to facilitate and support a fair, equitable workplace that ensures the well-being of the Agency workforce by providing neutral, voluntary, and confidential alternative dispute resolution services. The selectee must have experience providing thought leadership and consultation on work-related behaviors, and be ready to evaluate, diagnose, understand and help manage organizational conflict. Specifically, the selectee will have two primary responsibilities: group/team conflict resolution and conflict skills development. With regard to group/team conflict resolution, the selectee will assess the structures, processes, reward systems, people practices and policies, and emotions that are impacting the conflict scenario. The selectee will then work with leadership to design and deliver personalized interventions that most often include individual coaching/mediation as well as group facilitation. With regard to conflict skills development, the selectee will use their experience, education, and collective case knowledge, to design and deliver speeches, workshops, and skills development directly related to conflict, and will monitor the effectiveness of these efforts. The selectee will assist with the development of marketing materials and process documentation that helps ensure the DRG conflict resolution processes are communicated, understandable, and in full compliance with applicable laws and regulations. The ability to both establish and maintain outstanding working level contacts with a variety of offices throughout the Agency is necessary to help eliminate duplication of effort and to ensure streamlined approaches to service delivery.

In this key advisory role, no two weeks are the same, and no ideas are too innovative. Your job will be to surface deeper people insights by synthesizing qualitative and quantitative data and clearly communicate the results as well as recommend courses of action. The selectee for this position will assume a high-profile and unique set of responsibilities that will require sound decision-making capabilities, persuasive negotiation expertise, awareness of sensitive issues, deep appreciation for diversity, and excellent communications skills.

Ombudsmen are independent, neutral conflict resolution practitioners who provide an informal and confidential forum to help address organizational concerns related to the mission, policies, practices, morale, and systemic issues confronting NSA. The Ombudsman engages employees and NSA senior leaders at all levels to shed light on broad complaint patterns and constructive dialogue, increase collaboration, improve transparency and facilitate equitable outcomes. This engagement includes providing informal methods for gathering the range of perceptions, helping to analyze complex issues, identifying trends, and highlighting opportunities for organizational improvement.

- Developing and executing plans for evaluating DRG programs;
- Developing and validating assessments for selection and development purposes (e.g., structured interviews, non-cognitive measures, cognitive batteries, knowledge tests);
- Carrying out organizational assessments, making thorough recommendations for change, and developing interventions.
