Description

THE POSITION

Under general direction from the City Engineer, the Associate Engineer will perform complex, professional engineering work in the planning, design, survey, and investigation aspects of civil engineering projects. This position may exercise indirect supervision over professional and technical staff that aid in traffic, parking, and traffic signal operations.  The ideal candidate will possess strong ethics, be a problem solver with a service focus and highly responsive. They will thrive in and foster a team-oriented and collaborative environment. 

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:

  • Manage the development of designs, plans, specifications and estimates for the construction of public works projects focused in traffic, parking, and traffic signal operations.
  • Inspect project sites to assist in solution of difficult problems; interpret plans and specifications, City policy and research best practices to prepare change orders.
  • Check computations, plans and specified materials for accuracy and compliance with regulations.
  • Assist in the development of traffic signal timing plans, work order details for in-house traffic and parking operations changes, and prepare graphics for presentations.
  • Interpret traffic data, observe traffic flow condition, review technical studies and make recommendations for transportation improvements.
  • Update City standard plans and specifications as necessary for use in the implementation of transportation-focused capital improvement projects.
  • Review and make recommendations on technical reports and studies.
  • Review traffic control plans for conformance with best practice design standards.
  • Participate in the selection of private professional engineers for the development of plans, specifications, studies and reports.
  • Coordinate engineering-related activities with other City departments, divisions and sections and with outside agencies.
  • Confer with staff regarding project priorities and programs.
  • Assist in preparing the capital improvement budget.
  • Attend engineering meetings and conferences to keep abreast of current municipal engineering techniques.
  • Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

  • Principles and practices of engineering.
  • Modern methods and techniques used in the design and construction of a wide variety of public works engineering projects.
  • Federal and State guidelines and best practices related to traffic, parking, and traffic signal operations, as recommended by the Manual on Uniform Traffic Control Devices.
  • Modern developments, current literature and sources of information regarding the assigned area of assignment.
  • General understanding in the development of traffic impact studies.

 Ability to:

  • Make complex engineering computations and to check, design, and supervise the construction of a wide variety of public and private facilities.
  • Communicate clearly and concisely, orally and in writing.
  • Use a variety of drafting and engineering equipment.

EXPERIENCE AND EDUCATION

Any combination of experience and training that would likely provide the required knowledge and abilities is

qualifying.  A typical way to obtain the knowledge and abilities would be:

  • Experience: Four years experience in professional engineering work.
  • Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering or a closely related field.

LICENSE OR CERTIFICATE

Possession of a certificate of registration as a professional engineer (traffic) in the state of California.

COMPENSATION & BENEFITS:

The City offers a competitive compensation and benefit package:

  • Salary: $8,642 to $11,181 monthly; $103,704 to $134,172 annually; appointment will be based on the qualifications of the selected candidate. For detailed benefit information, please review the Memorandum of Understanding between the City and Professional & Confidential Employees Association.
  • Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. In lieu of medical coverage, employee may elect to receive $400/month payment in cash or contribution on behalf of the employee into a MissionSquare Retirement 457 deferred compensation plan.
  • Dental & Vision Coverage: City-paid for employee and eligible dependents.
  • CalPERS Retirement: Enrollment in either 2%@60 (Classic Member) or 2%@62 (PEPRA New Member).
  • MissionSquare Retirement 457 Deferred Compensation & Roth IRA Plans: Voluntary plans available to all employees.
  • Retirement Health Savings Program: City contributes $75/month.
  • Life Insurance: City provided life insurance coverage ($50,000).
  • Long Term Disability: City-paid long-term disability coverage.
  • Medicare: Employees contribute 1.45% to Medicare with employer match.
  • Flexible Spending Account (Section 125 Plan): Dependent care and out-of-pocket medical costs may be paid on a pre-tax basis.
  • Holidays: City recognizes 14 paid holidays per year.
  • Sick Leave: Earned at the rate of one day per month.
  • Vacation: Earned at the rate of 12 days per year, increasing with service years.
  • Personal Leave: One day per year to take off as a personal leave day.
  • The City does not participate in Social Security.

SELECTION

This position is assigned to the Traffic Program, therefore experience in this area is preferred. The most qualified candidates will be invited for an oral board interview, based on background and experience as evidenced by their application. A written exam may be administered. To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each member of the oral board panel and on the written exam.
