We have an opening for a Project Management Leader to serve as a senior member of the National Ignition Facility and Photon Science (NIF & PS) Principal Associate Directorate (PAD). As a member of the senior management team, you will provide business, project management, and software expertise to manage scope, schedule, and budget to meet project deliverables. You will oversee and provide leadership for the implementation, operation and governance of a broad array of business, project management, and project control activities, including organizing, selecting, and directing staff and resources. This position is within the National Ignition Facility & Photon Science Principal Directorate.

Essential Duties
- Develop and implement standardized project management practices and processes to support overall PAD objectives and long-term goals while assuring alignment with the Laboratory and Contract requirements, starting with an evaluation of current NIF&PS project management standards and practices.
- Oversee a team in the design, development and implementation of a comprehensive suite of data-driven tools and metrics used to manage the overall business of the NIF&PS PAD, including budget and schedule planning, project controls and program management, to ensure consistent application and quality assurance.
- Manage a diverse staff of Project Control specialists, Project Schedulers, Business Analysts, and Database Developers including writing performance appraisals, ranking, salary management and hiring activities.
- Ensure all project reports are submitted and comply with DOE/NNSA/DoD/Federal and state regulations and applicable laws utilizing technical expertise in project controls and business management.
- Oversee process maturity assessments, skills capability mapping, risk assessments, gap analysis and creation of process implementation roadmaps.
- Mentor Project Managers and Project Engineers on project management and project controls processes and standards leading the startup phase of new projects within the organization.
- Represent the NIF&PS PAD on Laboratory-wide initiatives, forums, councils and with outside agencies across functional levels, including Integrated Planning, Earned Value certification and other institutional issues.
- Perform other duties as assigned.

Qualifications
- Bachelors Degree in Business, Project Management or Information Technology or related field or equivalent combination of education and previous relevant experience.
- Currently possess a Project Management certification.
- Significant experience leading teams in the design, development and implementation of a comprehensive suite of data-driven tools and metrics.
- Extensive experience and expertise utilizing financial data and processes to develop a system for the management of project execution to assure consistency with the scope and schedule.
- Extensive technical expertise in project controls and business management systems to ensure project reports are submitted and comply with DOE/NNSA/DOD/Federal and state regulations.
- Experience in data management and database programming. Experience defining complex requirements and architecture of a suite of data tools.
- Significant experience applying software quality assurance methods to database-oriented business systems, leading process maturity assessments, skills capability mapping, risk assessments, gap analysis and creating process implementation roadmaps.
- Expert level verbal and written communication skills necessary to manage a team and present and explain complex technical information to customers, managers, and external colleagues. Significant facilitation, collaboration, and complex problem-solving skills necessary to build cooperative multi-disciplinary teams, and influence senior management, government agencies, and sponsors.

Desired Qualifications
- Six Sigma Yellow Belt or Black Belt certification
- Significant experience managing large projects in the DOE, including deep knowledge of DOE Order 413.3B

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
