Job Description

SISD is seeking a Field Site Manager for GTRI in Lincoln, MA. The NEFO Site Manager will conduct business development, manage and support programs for current sponsors, deliver capabilities to sponsors, promote GTRIs research and engineering capabilities, and maintain relationships with current and prospective sponsors. This position is responsible for the execution of program goals/requirements as well as the management and growth of the local team to accomplish GTRI business development, build GTRIs reputation, and execute programs. The Site Manager will support GTRI NEFO personnel, talent acquisition, and compliance management. Additionally, the NEFO Site Manager will provide financial management and resource allocation for funded tasks.

The candidate will have strong problem-solving skills and the ability to develop creative solutions to complex technical and managerial problems. This full-time position performs planning, financial, personnel, technical management, and facility security oversight for the site in Lincoln, MA, and nurtures/improves GTRIs reputation and working relationship with local sponsors in the greater New England area.

Job Duties

  • Create a positive and effective work environment for the NEFO site;
  • Mentor and help to develop GTRI NEFO employee careers;
  • Develop long-term and short-term goals and provide a planning vision for the NEFO Site consistent with the SISD strategic plan;
  • Ensure projects assigned to the NEFO achieve technical, schedule, and cost goals;
  • Manage NEFO overhead accounts within budget constraints;
  • Develop and maintain funded work for GTRI overall, consistent with the SISD strategic plan;
  • Collaborate with personnel throughout GTRI on existing sponsored research projects and develop proposals for new sponsored work;
  • Comply with all program security requirements and maintain accountability of secure data and systems;
  • Serve as GTRIs primary contact point/face-to-sponsor for DoD business in the New England area. The responsibilities include (but not limited to):
    • Addressing NEFO sponsor concerns, referring to key GTRI personnel (if needed) for resolution in a rapid manner. The emphasis is to locally solve issues and problems proactively.
    • Educate sponsors regarding GTRI skills and capabilities
    • Cultivate sponsor interest in establishing/maintaining contract vehicles
    • Support sponsors in the development of contract vehicles (e.g.: draft PWS and draft RFPs).
    • Educate sponsors in how contract vehicles are employed to establish tactical Task Orders and other efforts to get needs contractually committed; develop contracting strategies with sponsors as required;
    • Support proposal generation;
  • Manage the NEFO site including:
    • Scheduling sponsor meetings
    • Organizing and planning on-site training
    • Controlling and co-coordinate management of on-site personnel including ISSM and FSO
    • Ensuring all site security protocols are fully implemented
  • Establish and maintain robust relationships will all GT/GTRI functional offices and other field offices
  • Interface with NEFO landlord representatives for resolution of facility issues
  • Report to GTRI Senior Staff and take actions as directed
  • Other duties as assigned

Education & Length of Experience

Senior Research Engineer/Scientist/Technologist/Associate

  • A Masters degree in Computer Science, Computer Engineering, Electrical Engineering, Modeling and Simulation, Technology-based, Business, Management or a related field of study and seven (7) years of relevant full-time experience after completion of that degree,
  • A Masters degree in Computer Science, Computer Engineering, Electrical Engineering, Modeling and Simulation, Technology-based, Business, Management or a related field of study and nine (9) years of relevant full-time experience after completion of a Bachelors degree, or
  • A Doctoral degree in Computer Science, Computer Engineering, Electrical Engineering, Modeling and Simulation, Technology-based, Business, Management or a related field of study and four (4) years of relevant full-time experience after completion of a Bachelor's degree.

Principal Research Engineer/Scientist/Technologist/Associate

  • A Masters degree in Computer Science, Computer Engineering, Electrical Engineering, Modeling and Simulation, Technology-based, Business, Management or a related field of study and eleven (11) years of relevant full-time experience, or
  • A Doctoral degree in Computer Science, Computer Engineering, Electrical Engineering, Modeling and Simulation, Technology-based, Business, Management or a related field of study and seven (7) years of relevant full-time experience.

Required Minimum Qualifications

  • 10+ years of experience leading technical programs in project management or technical leadership role
  • Strong project management and leadership skills
  • Knowledge of security requirements related to physical security and information assurance.
  • Excellent written and verbal communication skills to support regular interaction with numerous significant sponsors;
  • Experience leading business development activities and sponsor engagement
  • Experience facilitating dialogue, collaboration, and partnerships among research personnel, government, and industry stakeholders
  • Ability to create and deliver technical presentations effectively
  • Experience serving as a Project Manager/Project Director

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.
