Naval Shipboard Missiles Technical Growth Director

The Naval Power Mission Area, Naval Shipboard Missiles is seeking Technical Growth Director. The Technical Growth Director will be responsible for defining and leading aspects of Shipboard Missile weapon growth activities.

The Technical Growth Director is responsible for working across RTX, RMD and customer technical communities to define new shipboard weapon concepts, spiral development and tech insertion opportunities to ensure the naval warfighter has capability to outpace the evolving threat as well to ensure a sound financial future for the NSM
Program Area.

  • Defines strategy, vision and technical direction for NSM growth
  • Works with Engineering and Requirements and Capabilities (R&C) organizations to define and capture required NBI and IRAD investment required to support NSM growth strategy
  • Manages and oversees all NSM growth IRAD and NBI
  • Works closely with Navy customer and customer technical community to develop, evolve and maintain NSM weapon roadmaps and to ensure alignment
  • Develops growth and roadmap strategy materials for presentation to senior management and government representatives
  • Develops Program Plans and ROMs for proposed demonstration, development, and tech insertion programs
  • Identifies opportunities for pre-development risk reduction programs or demonstrations and works with customer community to capture required funding
  • Works closely with Advanced Technology Product Line to define and coordinate NMS technology needs
  • Develops partnerships with internal functional organizations, including engineering, contracts, finance, procurement, manufacturing, quality control, logistics, and administrative functions in support of growth planning activities
  • Oversees and manages execution of IRAD project tasks including trade studies and analyses, simulation and tool development, performance assessment and development of prototype software
  • Works closely with Development Director to ensure smooth transition of growth and risk reduction projects to development
  • Coordinates proposed weapon upgrades and new weapon concepts with RMD and Navy platform and sensor teams to ensure weapon system compatibility
  • Works with RMD platform and platform sensor organizations to define weapon / weapon system synergistic opportunities
  • Works closely with R&C organization to coordinate customer engagement and to identify opportunities for weapon growth and expansion
  • Responds to customer requests to assess and evaluate potential new capabilities and growth opportunities
  • Defines staffing requirements and staffing projections to support planned NBI / IRAD and risk reduction projects

This position is based in Tucson, AZ and requires ability to travel domestically up to 15 % of the time.

Clearance Requirements:
Current Secret Clearance

Required Education:
Bachelors degree. Preferably in STEM field or business discipline. Advanced degrees preferred.

Required Skills:
  • 14 years of experience; preferably in weapon design, development, and technical project management.
  • Strong technical capabilities with broad technical expertise in weapon systems and subsystems design and development
  • Experience providing direction to program managers in managing Risk and Opportunity to achieve business objectives while meeting customer requirements.
  • Experience with customer interaction; preferably with Naval customers.
  • Ability to proactively identify and resolve issues quickly and efficiently.
  • Ability to operate independently to navigate organizational complexities and to obtain resources (through influence) to move initiatives forward

Desired Qualifications:
Active Top Secret Clearance
Masters Degree
Significant experience in engineering and development experience
Background in Naval Systems Integration and weapon systems
Program management certification (Raytheon PMX Level 6)
Demonstrated ability to influence senior executive leaders, customers, and sub-contractors both within and outside the organization
Strong business acumen
Strong team player with ability to lead cross-functional teams
Experience building relationships with customers from different cultures
In depth knowledge of the DoD environment and acquisition process and contract types
Expert knowledge of RMD (Raytheon Missiles and Defense) and Raytheon Technologies business to include programs and capture/proposal Integrated Product Development System (IPDS) process
Prior experience with foreign ship design/builders
Business Development and/or new business acquisition experience
Exceptional communication, writing and presentation skills
Ability to focus, evaluate, motivate and reward teams, enabling achievement desired performance results and behaviors
