Job Description

GTRI/ICL seeks qualified candidates for a full-time NIEM architect and technologistposition is not required to be located in Atlanta, GA (i.e. remote delivery acceptable). The qualified candidate will be responsible for overseeing the maintenance and evolution of the NIEM technical architecture and associated technical specifications. The individual in this role will be primarily responsible for supporting the NIEM Management Office (NMO) and the NIEM Technical Architecture Committee (NTAC), and providing technical support and training to the NIEM User Community (as directed by the NMO). In addition to excellent technical qualifications, the ideal candidate will be innovative, creative, a quick thinker, fast learner, and a team player with a strong customer service focus.

The NIEM project supports the NMO by GTRI employees in Atlanta and those co-located with the NMO is Hampton Roads, VA.

Remote delivery is negotiable.

Job Duties

  • Support the NIEM Technical Architecture Committee (NTAC) overseeing the maintenance and evolution of the NIEM technical architecture
  • Author and contribute to NIEM technical specifications
  • Participate in the software development of NIEM tools (existing and new)
  • Provide configuration, customization, and automation of NIEM tools
  • Provide on-demand NIEM technical training development and instruction
  • Support NIEM data model maintenance and the annual release cycle
  • Provide on-demand technical support for creation of NIEM-based exchanges
  • Contribute to and maintain internal technical documentation

Education & Length of Experience

Research Engineer/Scientist/Technologist/Associate I

  • A Bachelor's degree in Computer Science.

Research Engineer/Scientist/Technologist/Associate II

  • A Masters degree in Computer Science and three (3) years of relevant full-time experience after completion of that degree,
  • A Masters degree in Computer Science and five (5) years of relevant full-time experience after completion of a Bachelors degree, or
  • A Doctoral degree in Computer Science.

Required Minimum Qualifications

  • 5+ years with extensible markup language (XML) and related technologies (e.g. XML schema, XSLT, XPath, XQuery, schematron)
  • 5+ years with web services technologies (e.g. SOAP, REST, WSDL)
  • 5+ years with relational databases
  • Strong written, verbal, and presentation skills and the ability to work well in a team environment are necessary

Preferred Qualifications

  • Experience developing information exchanges using the National Information Exchange Model (NIEM) and NIEM Information Exchange Package Documentation (IEPD)
  • Familiarity JavaScript object notation (JSON) and related technologies (e.g. JSON LD, JSON schema)
  • Experience with container technologies (e.g. Docker)
  • Familiarity with standards development organizations (e.g. OMG, OASIS, ANSI)
  • Experience providing technical training in remote and in-person settings
  • Experience with Federal IT standards, policies, and best practices

U.S. Citizenship Requirements

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
