We have an opening for a Program Manager (PM) in the Nuclear Threat Reduction Program, or N Program to execute an integrated national-level program that furthers LLNLs role as a unique asset for the nation and leads to a clearly defined long-term role in nuclear security. The mission of N Program is to develop cutting-edge technical solutions and provide expert technical support to the Nuclear Nonproliferation (NN), Nuclear Counterterrorism (NCT), Nuclear Forensics (NF), Emergency Response (ER), and Consequence Management (CM) priorities of the federal, state, and local government. Current major sponsors include the National Nuclear Security Administration (NNSA)/Department of Energy (DOE), Department of Defense (DoD) Defense Threat Reduction Agency (DTRA) and Department of Homeland Security (DHS) Domestic Nuclear Detection Office (DNDO). As the PM, you will have management and oversight responsibilities for all aspects of this mission space including strategic planning, relationships with key federal program stakeholders, and development of the Science, Technology and Engineering (ST&E) base in partnership with discipline organizations. You will collaborate with other key programs and offices within LLNL to ensure coordination of sponsor relationships and that the best LLNL capabilities are brought to bear for sponsor needs. The PM is a member of the Global Security (GS) senior management team.
Essential Duties
  • Provide leadership, strategic vision and technical direction to N Program and associated facilities, administrative staff, scientific contributors, and technical managers, applying sound management and leadership principles.
  • Direct the execution of $160M+ in programmatic work (direct funded, LDRD, and strategic investments).
  • Manage a multi-disciplinary leadership team of Senior Program Leaders/Managers to ensure projects are effectively and efficiently executed while managing technical, cost, and schedule risks and meeting all project requirements.
  • Develop overall strategic goals for the organization and the Laboratory in collaboration with GS senior leadership team and Lab-wide senior executives. Act on behalf of the GS PAD, as appropriate.
  • Anticipate long-term mission needs and science and technology trends for the program and institution and work across GS, other Programs and Disciplines to ensure appropriate capabilities are developed and supported.
  • Champion, develop and execute a coherent, effective strategy for the national nuclear threat reduction program in collaboration with a broad range of stakeholders in the government and other national laboratories.
  • Manage project sponsor and customer relationships to ensure a high degree of coherence between mission needs and LLNL projects and performance. Travel frequently to collaborate with sponsors and other laboratories, ensure the Programs products reach the appropriate users and decision makers, and that sponsor and stakeholder expectations are achieved
  • Manage the program workforce requirements for recruitment and retention of highly qualified personnel in collaboration with discipline organizations. Direct a staff of approximately 250+ GS and matrix scientific contributors, technical managers and administrative employees.
  • Perform other duties as assigned.
  • Ph.D. in physics, chemistry, engineering, or closely related field, or equivalent level of demonstrated knowledge and experience.
  • Extensive experience and established expert reputation in one or more disciplines related to the nuclear security programs such as high energy density, radiological or nuclear sciences and engineering.
  • Experience effectively leading scientific and technical projects, managing complex budgets, negotiating resource allocations amid conflicting priorities and delivering programmatic results. Ability to anticipate sponsor needs, develop relevant S&T, and acquire sponsor support and funding.
  • Direct extensive experience supporting and working in national security agencies in Washington DC and in-depth knowledge of the national security policy landscape.
  • Effective leadership, technical vision, strategic planning, and management skills in a scientific research and development environment. Extensive experience in personnel management, including recruiting, hiring, mentoring, career development, corrective action, performance appraisal, ranking, and salary management.
  • Extensive experience creating and sustaining a wide range of productive relationships with national laboratories, federal agencies and external reviewers and advisors.
  • Advanced knowledge of issues affecting regulatory compliance in ES&H, facility management, safety, and security.
  • Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise executive and external sponsors/policy makers.
Desired Qualifications
  • Direct experience working with nuclear weapon science and engineering.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may besubject to reinvestigation ofyour existing Q or Top Secret clearance.
