Job Description

Medicaid Management Information System (MMIS) subject matter expert (SME) needed. The candidate must have recent experience working with state Medicaid agency (SMA) MMIS users and external clinical and business partners. Candidate should have thorough understanding of core SMA program administration and business processes, and their associated computer systems and subsystems. The Candidate must have worked with (and understand) Claims, Provider, Recipient, Reference, Disease Management, Case Management, and Fraud Surveillance and Utilization reviews, Managed Care Systems, and Management / Administrative Reporting Systems. Job description includes the following:

  • Lead and participate in joint application analysis and design sessions with stakeholders
  • Assist impacted business owners develop process change transition strategies
  • Develop test strategies, test scenarios and test cases based MMIS business processes
  • Work with vendors / stakeholders to ensure business requirements are fully defined and tested.
  • Share knowledge and experience with HIPAA electronic claim standards
  • Serve as a liaison between business users and technical developers
  • Communicate updates and changes to impacted stakeholders
  • Represent MMIS in business meetings as needed
  • Support project staff, vendors and other stakeholder with MMIS related questions or concerns.

Education & Length of Experience

Research Scientist/Associate I

  • A Bachelor's degree in Healthcare Policy, Economics or Health Administration.

Research Scientist/Associate II

  • A Master’s degree in Healthcare Policy, Economics or Health Administration and three (3) years of relevant full-time experience after completion of that degree,
  • A Master’s degree in Healthcare Policy, Economics or Health Administration and five (5) years of relevant full-time experience after completion of a Bachelor’s degree, or
  • A Doctoral degree in Healthcare Policy, Economics or Health Administration.

Required Minimum Qualifications

Three plus years of experience in Medicaid program operations, Medicaid Management Information Systems, the MITA Framework, Health IT standards, policies, and best practices. Experience should cover all aspects of MMIS and hospital\provider practice revenue enhancement, including fee-for-service, managed care functionality and value-based reimbursement, from requirements development to system implementation and integration.

  • Knowledge of Medicaid program administration and experience working on MMIS system
  • Knowledge of CMS MITA, MECT 3.0 and CMS Certification process
  • Ability to translate design concepts into detailed specifications, including narratives, process flow charts, tables
  • Understanding of the AGILE life Cycle
  • Experience with tools used to produce system design documents, such as Word, Visio, Excel, and PowerPoint
  • Ability to work independently, plan and complete work assignments

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.
