Naval Power is seeking a highly motivated Program Manager (PM) to join the MK54 Lightweight Torpedo program within Naval Surface and Undersea Systems (NSUS). MK54 serves as the primary anti-submarine warfare (ASW) torpedo used by the United States Navy and Global Allies. This position is responsible for the management, oversight and growth of the engineering services portion of the MK54 Lightweight Torpedo production program. The individual selected for this role will be responsible for focusing resources to execute and grow the engineering services scope and ensure both customer and internal objectives are met. The person in the role must determine priorities, interpret and apply company policies, ensure risk mitigation activities are successfully managed. In this role, the PM is required to have a command of program management best practices to enhance program execution and the ability to lead a cross functional team. This PM will present to various levels of leadership concerning program status and execution and will be responsible for ensuring effective, timely, and sustained communication across the team, leadership, and the customer.
Responsibilities:
Developing relationships customer and Raytheon Technologies functional leaders
Establishes and maintains key program metrics, defines program milestones/critical path/tactical direction and monitor adherence to program budgets and schedules ensuring program meets customers needs, schedule and financials as defined within the contract
Identifies, actively manages and escalates the program risks and opportunities, in accordance with specific financial goals and obligations
Uses approved program tracking control systems and reports that accurately measure progress, identifies potential problems in sufficient time for corrective action to be taken and ensures the meeting of Raytheons contractual commitments
Builds, supervises and integrates the performance of the cross functional teams and sub-contractors
Often requires the ability to influence others outside of own job area and senior leadership
Empowered authority to accomplish program objectives for various life cycles of programs including development, production, and sustainment of systems to meet the end users operational needs
Supports requested Program reviews and drive all required actions to closure
Assists program leadership with emerging tasks critical to achieving program business objectives
Identifies and implements key program metrics and leads development of situational awareness reporting and management tools for program leadership teams to drive program success
Coordinates program start-up process by assisting in the creation of initial program artifacts (team structure, lesson learned, Contractual Work Breakdown Structure (CWBS), etc.)
Captures and tracks program actions and works with action owners to ensure timely closure of actions
Coordination and creation of monthly material to support the Program Management Review (PMR) package while leveraging material from the Integrated Product Team (IPT) status reviews
Support contract bidding, negotiation and contract definitization effort elements through internal functional and/or sub-contractor partnership
Focuses, evaluates, motivates and rewards the program team, enabling them to achieve desired results
Responsible for growing the program and its product(s) by ensuring ongoing customer funding of current contractual requirements, working with the customer to identify and fund further product enhancements and refinements, and identifying and pursuing additional markets and customers for the solution(s)

This position is based in Portsmouth, RI and requires 20% travel.
Required Qualifications:

  • 10 years related work experience
  • DoD Secret Clearance, or ability to obtain
  • Experience working with cross-functional teams
  • Raytheon PM Certification Level 5 or equivalent, or plan to obtain within 6 months of selection
  • Experience preparing, revising, updating and monitoring required documentation and analysis in compliance with contract requirements company standards
  • Experience integrating key business activities into a seamless project management plan leveraging best practices, people skills and cross utilization of assets
  • Ability to prepare and manage all required product lifecycle artifacts and reviews develop as well as implement meaningful program metrics and milestones
Required Education:
Bachelors degree; preferably in Business, Marketing, Finance or related. Advanced degrees preferred.

  • Raytheon PM Certification Level 4 or equivalent
  • Six Sigma Specialist Qualification (Raytheon or equivalent) or ability to achieve within 1 year
  • Excellent communication, technical writing, oral presentation, and interpersonal skills
  • 2+ years in program management, project management or IPT leadership
  • Experience leading an IPT of $25M+ value
  • Experience with Estimate at Complete (EAC), new business incentive management, management reserve and customer Program Manager Review
  • Experience with managing Risk and Opportunity
  • Experience working with the US Navy
  • Experience building and leading cross-functional team
  • Demonstrated knowledge of Department of Defense (DOD) acquisition processes
  • Experience working with Defense Contract Management Agency (DCMA)
  • Experience interfacing with senior leadership
  • Capture management and proposal execution experience
  • Experience with Traffic and Arms (ITAR) regulations, Export Import (EXIM) and licensing requirements, and Technical Assistance Agreements (TAA)
  • Experience in or more of the following program phases: Research & Development (R&D), Design/Development, Transition to Production, Production, Delivery, System Integration, Verification & Validation (IV&V), Deployment, Support & Sustainment
  • Experience with one or more of the following domain areas: Below Water Sensor Systems, Acoustics, Cyber, Hardware Design/Development, Logistics Management, Maritime Systems, Mission Systems Integration, Signal Processing, Software Design & Development, Submarine systems, Surface Ship Mission Systems Integration, Surface Ship Sonar Systems, Undersea Mine Hunting & Neutralization, Undersea Weapons, Unmanned Systems, Command & Control-C2, Effectors
  • Experience with one or more of the following Contract Types: Firm Fixed Price (FFP), Fixed Price Award Fee (FPAF), Fixed Price Incentive Fee (FPIF), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Direct Commercial Sales (DCS)

This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.
