This position will be responsible for the development plan and management of all deliverable equipment and coordination of all CONUS and OCONUS transportation. There are hundreds of Major End Items, Spares, Special Tools and Test Equipment and Buyer Furnished Equipment (BFE) items and dependencies. The candidate will oversee and ensure the application of disciplined program management tools and processes to maintain excellence in execution. The candidate will assist and manage program with all Raytheon Technologies (RTX) Global Export Management System to completion and identify Export/Import requirements as needed for the program. In addition, the candidate must prepare and provide all required documentation to support Export and Import Transactions as well as support Program Global Trade Export Authorization Health Checks. The candidate will regularly interact with Senior RTX leadership, the UAE Armed Forces and Air Defense (AFAD) and program Subcontractors on program status and direction. This position will be of a highly complex nature. It will require management across all CBTs/functions and team to ensure that key systems, integration, test, and deployment tasks have all required material documentation and support to enable successful execution.

This position requires up to approximately 20% international travel.

Overall Mission Integration Tasks:

- Provide leadership and oversight to diverse task responsibilities on $2B DCS portfolio
- Serve as primary RTX POC to coordinate all contractual hardware management
- Coordination of all CONUS and OCONUS Shipments
- Coordinate and Track Spares and DCS Items including regular subcontractors and customer meetings
- Ensure all licensing requirements are properly planned and met including supplier licenses in support of labor and material subcontracts
- Responsible for developing licensing strategy with Global Trade
- Support Monthly Health Checks
- Identify related training requirements as needed for the program.
- Create, manage, and drive closure for all recurring RGEMS for the program.
- Ensure hardware is processed in Jurisdiction Classification Assessment Tool
- Prepare all required export import paperwork
- Provide training to all new program employees on program export authorizations and provisos
- Work closely with EXIM to drive success
- Create/Maintain status reports on program critical system integration and deployment milestones
- CFE/GFE Update

Program Responsibilities:

- Lead weekly team reviews
- Managing cost and schedule for diverse project
- Preparing briefings for internal and external executives

Basic Requirements:

- A minimum of 10 years of professional experience; preferably in design and development activities, production management, logistics, and most importantly program management
- Demonstrated experience in managing cost and schedule for large-scale production
- Working knowledge and direct experience in International practices on DCS contracts
- Experience with Import/Export Controls, Compliance, and licensing
- Ability to obtain a DOD Secret Security Clearance

Required Education: Bachelors Degree in Engineering, Business, or related discipline

Desired Requirements:

- Master of Science or MBA from an accredited University or College in a related discipline
- Direct experience as a Program Manager for air defense systems or equivalent
- Demonstrated knowledge of ITAR regulations and State Department procedures

- Experience with EXIM policies and procedures
- Knowledge of AAP (International Transaction Portal) and OCR tool
- Proficiency with PRISM and ITCS transactions
- Proficiency with MS Office Tools including Microsoft Project and Data Management

- Experience with systems integration and sustainment services scope
- Strong collaboration skills, organizational & analytical skills to drive results across the CBT/IPTs

- In-Depth knowledge of Freight Forwarder transportation logistics on a large international program
- Direct experience in overseeing the production of complex weapons systems or equivalent
- Working knowledge of program planning, budgeting, and tracking (EVMS) to cost and schedule
- Proven capable of building strong customer relationships
- Demonstrated expertise in Program Risk & Opportunity Management & applying EVMS principles
- Must possess strong leadership, influence, and communication skills
- Experience with managing through organizational change and rapid growth
- Experience being part of high-performing and diverse teams
- Ability to work effectively in a fast paced, dynamic environment with time-critical requirements culturally adept; able to interact across a diverse customer community
- Excellent at multi-tasking and working in fast-paced environment

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
