Raytheon Missiles & Defense (RMD) has an opening for a Manager, Program Contracts who will be responsible for alignment of multi-functional teams, supporting international pursuits. The primary focus of this position will be to ensure alignment between the multiple functions and teams working international pursuits, to ensure supplier obligations produce fulfilment of prime contract obligations.

The successful candidate will be responsible for working closely with multiple teams, engaged in international pursuits, localization and offset efforts. These include Business Offset Management, Global Offset Ventures, Global Contracting Capabilities, and the Localization/Globalization Review Board. From a supplier perspective, the successful candidate will collaborate closely with International Supply Chain Management and the Strategic Sourcing Organization. Establishing and maintaining trust and cooperation with these organizations is essential.

Duties include an essential role in Request for Proposal (RFP)/Tender assessment, capture and proposal strategy, and negotiation objectives and strategies, seeking alignment of supplier subcontracts in all phases of the pursuit.

The position requires close, continuous collaboration with Export/Import Operations. The selected candidate will advise management of contractual rights and obligations and means to mitigate contractual/program risks. Limited international travel may be required. Must be able to professionally represent Raytheon on significant transactions. This assignment requires an ability to develop and maintain trusting relationships with external and internal customers.

  • Demonstrated ability to understand complex international terms and conditions, including the ability to assess associated risk and mitigation strategies
  • Demonstrated understanding of key principles of successful negotiations. These may include, how to successfully negotiate complex efforts by managing a negotiation team, tabling issues when necessary to keep negotiations moving forward, and finding ways to resolve challenging issues without making excessive concessions
  • Effective communicator both orally and in writing; strong analytical skills; strong interpersonal skills
  • Ability to work within a team and to foster teamwork and trust
  • Capable of multi-tasking and handling several assignments with different internal and external customers concurrently
  • Focus on responsiveness with strong time management and organizational skills


Required Skills:
  • Minimum of 10 years of combined experience in contracts and/or Supply Chain and substantive, direct experience in award and administration of complex contracts
  • BA/BS in Business, Finance, or related field (Higher education such as Masters Degree or JD may considered as equivalent to additional years of experience)
  • Two (2) or more years of international experience
  • Working knowledge of the U.S. International Traffic in Arms Regulations (ITAR)
  • Understanding of Raytheons ability to successfully execute a contract, considering terms and conditions, internal and external capabilities, schedule, and budget

Desired Skills:
  • JD or MBA
  • Some offset or in-country production experience would be advantageous
  • Understanding of complex missile technology and Raytheons customers for these products
  • Computer proficiency, experience in Microsoft Word, Excel, Power Point, and shared data bases
  • Experience managing suppliers, and aligning supplier performance requirements to meet prime contract requirements
