Raytheon Missile and Defense (RMD) has an exciting opening for a Manager, Program Contracts in the Naval Powers (NP) Mission Area to lead and supervise the contracts team for the Rolling Airframe Missile (RAM) program. The customers include NAVSEA, RAMSYS, and other Domestic and International customers across several large contract vehicles.
We are looking for a Contracts professional that is passionate about relationships and collaboration. The successful candidate will have strong prior US Government Contracting experience and is capable of working in a collaborative team environment and to develop and maintain positive relationships with the customer and internal team. This position requires the ability to work closely with Program Managers, Engineering, Finance, Supply Chain, and other functions to achieve business results. Additional responsibilities tied to this position will include managing contracts personnel on a uniform proposal process across products within the Navy Shipboard Missile portfolio. Roles and responsibility will include tracking and driving proposal development progression and understanding for US and DCS proposals from RFP to submittal with a goal for early compliant proposal submittals.
US Citizenship is required as this position needs an active US Security Clearance as of day one of employment
Key Responsibilities:
  • Play a key role in shaping the future of RMD through capturing follow-on and new business as well as maintaining and growing current programs.
  • Supervise a team of four contract professionals as direct reports; duties include team oversight of skills development, recognition, timekeeping, expense reporting, performance assessments, and similar.
  • Proposal development and negotiation, pre and post-award contract administration.
  • Serve as a valued business partner to drive creative and competitive contracting approaches.
  • Develop and execute negotiation strategies that comply with company policies, mitigate risk and support accomplishment of business goals.
  • Interface with customers for contractual matters.
  • Drive effective closure on contractual issues.
  • Participate in and/or conduct front-end strategic assessment of business pursuits, proposal preparation, contract negotiation, contract administration and customer contact activities to provide for proper contract acquisition.
  • Provide support to senior management regarding contractual and business issues.
  • Provide strategic leadership to develop innovative contracting solutions to meet program and business area objectives.
  • Draft, review and negotiate various contracts to ensure compliance with internal policies and procedures.
  • Summarize contract issues, research compliance matters, interpret regulations, identify risks, and formulate recommendations.
  • Act as the primary interface with customers during proposal phase, negotiations, and contract performance.
  • Negotiate sound business deals with customers and provide governance to the program team carrying out the terms and scope of the contract.
  • Work well as a member of the cross business team (CBT), and foster teamwork with both external and internal customers.
  • Handle several assignments concurrently while maintaining schedule deadlines.
  • Manage customer relationships.
  • Act as a key player in solving problems, developing solutions, and assisting the business to achieve financial and performance goals and objectives.

  • Understand sole source and competitive procurements and support the development and preparation of high quality, complex proposals.

Required Skills:
  • Bachelor's Degree in Business or a related field
  • 10 years of experience in the field of Contract Management, Negotiations, Finance, Supply Chain, Program Management or related fields.
  • Prior experience managing other team members concurrently across DCS and USG contracts.
  • Experience with, various types of contracts (e.g. Cost Reimbursement, FFP, T&M, IDIQ, etc.), NDAs, and SOWs, etc.
  • Experience negotiating contract terms and conditions in a defense contractor environment.
  • Experience with FAR/DFAR regulations and ability to apply them appropriately, with an understanding of standard Prime Contractor flow down provisions.
  • Computer proficiency, experience in Microsoft Word, Excel, Power Point and shared data bases.
  • U.S. Citizenship is required
  • Active Secret clearance.
Desired Skills:
  • Cooperative Agreement Contract Management knowledge and experience.
  • Prior experience with US and Foreign Fairshare and Recoupment.
  • Experience with negotiation and administration of major contracts and/or subcontracts.
  • Experience managing portfolio of work in excess of $1B.
  • Experience managing production contracts.
  • Ability to understand the financial aspects of contracts such as rate structures, pricing strategies, incentives and risk quantification.
  • Experience with proposal preparation or negotiation experience.
  • Experience with contracting with the US Navy, FMS, and DCS customers.
  • Understanding Intellectual Property issues.
  • Ability to think strategically and promote on-going process improvement.
  • Record of meeting deliverables on time and accurately.
  • Active Top Secret clearance.
  • NCMA certification.
