Raytheon Missile and Defense currently has a need for a Manager, Program Contracts working within the Naval Power, Naval Surface and Undersea Systems (NSUS) business area with primary responsibilities supporting the Advanced Network Solutions (ANS) Programs Area. The selected candidate will be responsible for a portfolio of contracts with multiple customers.

The individual will be responsible to provide sound contracts leadership to the business and programs for ANS Production and Sustainment Contracts. The Contracts Professional will be responsible for contract management of all aspects of the contracting process including proposal preparation, fact finding, negotiation, contract administration, and contract closure. A significant aspect of this role will focus on Product line growth and capture activities. The Contracts Professional will proactively engage with program teams and customers to ensure that the program is always executing to contract requirements (including cost, funding, schedule, and deliverables), use business acumen and program knowledge to understand program performance, provide guidance, and influence outcomes to achieve desired results. This role requires the skill to recognize contractual issues early in program performance, implement solutions, carry to completion, while exercising good judgment with minimal supervision. This individual will adhere to company policies and procedures and their application of contract structures.

The Contracts Professional will work a variety of business agreements, i.e., strategic agreements, proprietary information agreements, etc., interacting closely with management, organization, planning and controls. This individual will negotiate sound business deals with its customers and provide governance to the program team in carrying out the terms of the contract. Will apply tenets of Raytheons principles of Customer Focused Marketing to establish and maintain effective customer relationships based on professionalism, responsiveness, and ethical conduct.

Duties will include participation in front-end assessment of business pursuits, proposal preparation, contract negotiation, contract administration, and significant customer activities to provide for proper contract acquisition and fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications. Candidate must be able to readily adapt in a challenging, fast-paced environment. The Contract Professional supporting this key business area is responsible for management of the customer relationship, the provision of business counsel and leadership to the Program Management Teams, together with expedited proposal, negotiation and/or definitization of contracts that are critical to Naval Power Programs.

This position can be done remotely with travel required when travel restrictions are lifted

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance within one year

Required Skills:
  • 10+ years of applicable business-related work experience
  • Bachelors Degree - Preferred majors: Accounting, Business Administration, Business Management,
  • Contract Administration, Supply Chain Management, Economics, Business Law, Finance.
  • Knowledge of FAR/DFARS, ITAR and/or related regulations
  • Experience with applying legal aspects of government and commercial acquisition to the contract management function.
  • Experience developing solutions to unusual and complex contracting issues.
  • Experience establishing pre-negotiation objectives and negotiation skills to realize objectives.
  • Proven negotiation skills to define strategies and lead negotiations.
  • Experience reconciling RFP, Program requirements, proposal submittals and resultant contract
  • U.S. Citizenship is required
  • Must possess or have the ability to obtain a Top Secret Clearance

Desired Skills:
  • Experience researching compliance issues, applicable regulations and laws, and formulate recommendations to management.
  • Thorough knowledge of financial business principles and understanding of applicability to contracts and business.
  • Strong business acumen with the ability to recognize risk elements in business transactions.
  • Effective communicator both orally and in writing; strong analytical skills, strong interpersonal skills.
  • Experience working within team environment with customers and peers.
  • Experience with different contractual vehicles.
  • Knowledge of the Naval / Shipboard Combat Management market.
  • Cross-functional experience in Finance, Integrated Supply Chain, Business Development, or Program Management

Security Clearance:
This position requires the eligibility to obtain security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations, and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.
