Raytheon Missiles and Defense (RMD) has a position for a Manager, Program Contracts supporting the Patriot System of Systems (SoS) Programs within our Land Warfare & Air Defense (LWAD) Mission Area. The successful candidate will lead a contracts team responsible for supporting the Lower Tier Air & Missile Defense (LT AMD) Program Area Directorate.

The selected candidate will be responsible for identifying and reporting all contractual issues and advising management of contractual rights/obligations and the means to mitigate contractual and program risks. The candidate will be responsible for managing correspondence between all parties, to include contractual and program responses to avoid potential payment delays (i.e., Limitation of Funds / Cost notices). The candidate will support the weekly, monthly, quarterly reporting to both the internal and external customers.

The candidate will with work both internal and external customers to ensure programs performance, provide guidance and influence outcomes in order to achieve desired results. The candidate will prepare proposals for review with leadership and submission to the customer. This will include shaping, proposing and negotiating the 5-year, follow-on Patriot Engineering Services Memorandum (ESM) contract. The successful candidate must have a track record of success in domestic Department of Defense (DoD) contracting including terms and conditions, FAR/DFARS, and risk mitigation during a program lifecycle. The candidate will have knowledge of the ITAR Foreign Military Sales (FMS) exemption and ITAR Part 130 reporting process. The candidate will have experience with the management of Government Property in compliance with the FAR. The successful candidate will be expected to have the prerequisite skills and experience to represent Raytheon independently on significant transactions. This assignment requires an ability to develop and maintain trusting relationships with external and internal customers.

  • Support the program in all contract pursuits, proposals, and negotiations.
  • Work with key stakeholders in delivering Program results in a fast-paced, dynamic environment.
  • Ability to recognize business and contractual issues in program performance and provide solutions to the program.
  • Experience managing Government Property in compliance with the FAR.
  • Have knowledge of the ITAR Foreign Military Sales (FMS) exemption and ITAR Part 130 reporting process.
  • Ability to develop effective relationships with customers
  • Strong communication and interpersonal skills

Required Skills:
  • 10 years of experience in contract administration, including proposal preparation and contract negotiation for development, production and service contracts.
  • BA/BS in Business, Finance, or related field.
  • Knowledge in Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) terms and conditions; familiar with Changes Clause.
  • Experience in managing and reporting on subcontract performance to Contracts and Program leadership.
  • Experience with management of complex contracts.
  • Prior negotiations experience and demonstrated ability of cross-functional leadership within a geographically dispersed team.

Desired Skills:
  • MBA or Juris Doctor
  • Strong written and verbal communication skills.
  • Ability to retain/obtain US Government Security Clearance (Secret).
  • Demonstrates cross-cultural awareness and sensitivity
  • Working knowledge of FAR and DFARS.
  • Ability to adapt to changing business environment
  • Ability to be a self-starter and identify own learning opportunities and engagement
