Job Description

The Georgia Tech Research Institute (GTRI) is searching for a proven leader with extensive leadership experience for the position of Manager of the Quantico, Virginia Field Office in the Information and Communications Laboratory (ICL). ICL is one of the eight business units of GTRI and conducts research at all levels of information sciences including data collection, sensors, communications, networks, data models, information exchange, trust, application development, advanced computing, algorithms, human factors, analytics, machine learning, and artificial intelligence. Research programs support a wide range of sponsors across national security, health, public safety, State, and industry. ICL currently has over 200 researchers and staff performing over $60M in research per year.

The selected candidate will work with the Laboratory Director to provide senior leadership for the field office focused on research, operations, and business development functions and work closely with both the lab and GTRI executive leadership teams. This Field Office Manager position will be responsible for day-to-day operations at the Quantico field site, while also working closely with the Laboratory Director and senior staff to develop and implement a strategy with long term goals for research and personnel growth and innovation, while assuring successful project execution. The Field Office Manager must excel at leadership and delegating tasks, demonstrating exceptional attention to detail, organizational skills, communication skills, and follow-up skills.

The GTRI Quantico Field Office is the primary point of contact for research supporting US Marine Corps, Joint and other government agency activities located on Marine Corps Base Quantico and in the Washington DC and Northern Virginia area including: Marine Corps Systems Command; Marine Corps Warfighting Laboratory; Marine Corps Combat Development Command; Marine Corps University; Marine Corps Training and Education Command; Marine Corps Intelligence Activity; Joint Non-lethal Weapons Directorate. Research focus areas include: Model-Based Systems Engineering and systems integration; Modeling and Simulation; Wargaming; Emerging technology assessments; Decision Support and Visualization; Human Systems Integration and Human Effectiveness.

Job Duties

Roles and responsibilities of the Field Office Manager include both management and research activities.
The management functions include:

  • Personnel management including hiring, performance evaluations, staffing, etc.
  • Management of budgets, resources, and space for the field office
  • Participation in laboratory management meetings and events
  • Oversight of field office program and operational activities, including facility issues and related contracted support services
  • Development of field office strategic vision and execution plan for the field office in conjunction with the Laboratory and Directorate Leadership
  • Leading contract development activities for the field office and interfacing with field office external customers
  • Development of research collaborations between ICL and other GTRI field offices and other laboratories

Research duties include:

  • Program management and oversight of specific research projects
  • Contribute to sponsored research activities.
  • Development and execution of modernization and internal research and development programs supporting the field office strategic vision
  • Development of proposals for new research efforts

Travel Requirements

10% - 25% travel

Education & Length of Experience

Senior Research Engineer/Scientist/Technologist/Associate

  • A Masters degree in Engineering, Physics, Mathematics, Computer Science, or a related field of study and seven (7) years of relevant full-time experience after completion of that degree,
  • A Masters degree in Engineering, Physics, Mathematics, Computer Science, or a related field of study and nine (9) years of relevant full-time experience after completion of a Bachelors degree, or
  • A Doctoral degree in Engineering, Physics, Mathematics, Computer Science, or a related field of studyand four (4) years of relevant full-time experience after completion of a Bachelor's degree.

Principal Research Engineer/Scientist/Technologist/Associate

  • A Masters degree in Engineering, Physics, Mathematics, Computer Science, or a related field of study and eleven (11) years of relevant full-time experience, or
  • A Doctoral degree in Engineering, Physics, Mathematics, Computer Science, or a related field of study and seven (7) years of relevant full-time experience.

Required Minimum Qualifications

The ideal candidate will have a good mix of demonstrated technical, business development, and strategy leadership experience. The successful candidate will also have significant demonstrated experience in contract development, program management, and personnel management.

  • 15+ years of experience in applied research organizations which should include experience in DoD and industry research, outreach, and education
  • Successful operational execution of research in alignment with strategic objectives
  • A solid understanding of ICL research areas and markets
  • Strong background facilitating dialogue, collaboration and partnerships between research personnel and government/industry stakeholders
  • Strong track record of research or applied engineering accomplishments, including project/program management and budget oversight
  • Experience with Marine Corps organization and research objectives
  • Excellent communication skills

U.S. Citizenship Requirements

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
