Raytheon Missiles and Defense is seeking a Quality Manager!

The Cooperative Area Protection Systems (CAPS) Quality Manager (QM) promotes strong program Quality mindset, practices, knowledge sharing and collaboration, and oversees implementation of Product Line strategic quality improvement plans in the program portfolio that includes Iron Dome, Missile Firing Unit (MFU), and Stunner. The CAPS QM will identify and implement specific quality requirements for new business and develop and execute improvement activities to prevent defects, escapes, and reduce Cost of Poor Quality (CoPQ).

The QM is responsible for personnel performance and development activities for the CAPS QMA team, implementation of functional initiatives, ensuring compliance to the Quality Management System (QMS) and Rafael customer requirements, managing customer relationships, and actively participating as a leader in CAPS Team of Five Plus (To5+).

This position is located in Tucson. Travel to suppliers and customers will be required (25%-40%).


Major responsibilities of the role are to:

  • Serve as the CAPS Quality Authority, leveraging resources to execute commitments and improve performance
  • Preempt risk by identifying Quality methodologies for program execution
  • Assure inclusion of Quality requirements, planning, and consistency for program proposals and ROMs
  • Be accountable for Quality performance to EAC and overall Quality EAC planning
  • Act as POC for CAPS Quality escalation and issue resolution
  • Act as CAPS Quality liaison across pertinent factories, and customer quality organization construct (RMS Louisville, Rafael, suppliers, Israeli MOD)
  • Partner with CAPS To5+ to define and implement quality improvement strategies
  • Preside as CAPS Corrective Action Board (CAB) chair
  • Drive continuous assessment of program implementation of systems, policies, and procedures to ensure high standards of compliance
  • Lead the collection and analysis of quality performance data to drive improvement and prediction
  • Manage CAPS Quality personnel including: onboarding, training, technical, interpersonal and leadership development, and recognition
  • Mentor Quality knowledge and leadership practices of industry to improve CAPS QE talent
  • Provide daily direction and feedback on performance and development to CAPS Quality personnel
  • Delegate appropriate assignments to CAPS Quality personnel and manage through follow up and performance feedback
  • Demonstrate RMD leadership values and behaviors to obtain individual results and to achieve results through others
  • Drive compliance to Raytheon QMS

Required Skills:


  • Minimum of ten years of exempt Quality, Manufacturing, and/or Engineering experience
  • Management experience with high-performing, multi-disciplined/multifunctional teams in highly-matrixed environment
  • Current EVMS Certification
  • Experience in various phases of IPDS system, such as proposals, development, and integration and test
  • Leadership experience requiring management of Quality Managers, and key stakeholders across the corporation, business functions and multiple product lines
  • Experience creating/executing strategic plans
  • Required Education: B.S. Engineering, Science, Mathematics, Technology

Desired Skills/Experience:


  • ASQ Certified Quality Engineer or other ASQ certification
  • Ability to be productive under stressful conditions with demanding customers and schedules
  • Strong collaboration and communication skills; ability to work effectively with the Quality Excellence Center, Quality Managers, and key stakeholders across the corporation, business functions and product lines
  • Level 5 Mission Assurance Certification (Internal candidates)
  • Certified BOE Developer (internal candidates)
  • Experience in other functional area such as Engineering, Supplier Engineering, or Operations
  • International experience
  • Ability to obtain a DOD issued Secret Security Clearance
  • Desired Education: Advanced degree (MBA, MS, or PhD)
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.

This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance.
