Job Summary:
The Naval Strike Missile (NSM) Production Program Manager (PPM) will work for the NSM/JSM program manager & lead NSM production efforts supporting numerous United States services and foreign militaries. The NSM PPM will be responsible for the execution of the production program, ensuring that each of the program milestones align with the higher level NSM/JSM overall program objectives.

This position will regularly interface with the customer & key partners/suppliers in order to support the customer and mission. They are responsible for removing barriers and defining solutions that support the program. In addition, it is expected this person will prepare EACs and RONA packages, strengthen the program infrastructure & regularly meet with key partners & customers. This position will work across all functional organizations to include cross-RTN, RMS off-sites, and international partners to staff the program and ensure the timely start-up and delivery of products and services in accordance with the production contract(s). This role will also have significant challenges in establishing rapport and relationships with the international partner, working through Export/Imports (EXIM) and multi-country security requirements. Familiarity with managing international partners and the implications of import and export requirements is a necessary skill for this role.

Responsibilities to Anticipate:
  • Program Leadership: Responsible for defining the Program Vision, effective program leadership and communication, defining roles and responsibilities of the production leadership team, maintaining authority and accountability, managing stakeholder interests, initiating corrective actions when needed.
  • Program Culture: Responsible for maintaining a positive, diverse and inclusive program culture to which top talent is attracted. Influential in growing the program team as additional contracts are established.
  • Customer Influence: The PPM will be required to develop and maintain positive and influential relationships with their customer counterparts, internally and externally. This role will be the face of the production program and the key counterpart to customer leadership.
  • Program Reviews: Responsible for interfacing with customer and participating and supporting the joined Program Management Reviews, Gate reviews, Risk & Opportunity Boards, including International Partner events.
  • Program Planning: Responsible for managing output of integrated program plans, Integrated Product Development System (IPDS) tailoring reports, reconciled Integrated Master Schedule (IMS) and risk mitigation efforts.
  • Program Contract Baseline: Responsible for managing output of proposal data packages, reviewing requests for clarification, assuring a definitized contract, reviewing contract letters, contract modifications, engineering change proposals, and unsolicited proposals as applicable. The PPM is expected to support proposal activities for follow-on work.
  • Program Resources, Financial Planning and Management: Responsible for the management, approval and review of EACs, BSEC plans, staffing strategies, capital plan and appropriations requests, 5-year business plan inputs, and financial forecasts.
  • Program Integrated Technical Management: Responsible for management, approval, and review of the mapping of technical responsibilities to the program team, supplier purchase orders, supplier management strategy and unit production cost goals.
    This position acts with a reasonable degree of independence, restricted by basic policies and objectives, assists in planning, directing and controlling all relevant business operations, makes final decisions on administrative, technical and operational issues and responsible for the final results and effectiveness.
Preferred location is Tucson, AZ but will consider other RMD locations. Domestic and international travel is required about 15% of the time.

Qualifications you must have:
  • 10 years experience; preferably in DoD Program Management, and/or appropriate functional/project experience in directly supporting program objectives managing cost, schedule and technical performance
  • Prior Experience with customer community and contract negotiation; preferably with the USN, NAVSEA, NAVAIR
  • Experience with creating strategic plans preferably with experience managing those initiative throughout the full execution, including wide ranging, and in-depth experiences and agilities in large scale transition to production assignments
  • Experience leading technologically diverse teams across broad areas of expertise
  • Experience with EAC & AOP forecasts
Required Education:
  • Bachelors degree in business related field, but preference of concentration in Engineering, Science, or Mathematics; Masters degree preferred

An active and in-scope Secret US security clearance

Qualifications we Value:
  • Experience with teaming agreements with international partners
  • Experience working government programs (large/complex) with direct customer interfaces, both internal and external, including Industry Partners
  • Ability to multitask in a fast paced dynamic environment
  • International program execution experience
  • Raytheon Program Level 5 certification or equivalent
  • Earned Value Management Systems certification
  • Experience with Raytheon IPDS Gate processes
  • Working knowledge of EX/IM and Security requirements
  • Multi-functional stretch assignment(s) with broad perspectives of cross-functional responsibilities
  • Demonstrated program execution experience managing program staffing, assignments and resources
  • Strong proficiency in partnering in matrixed organizations such as finance, contracts, engineering
  • Demonstrated strong Leadership and Communication skills

This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.
