Job Summary:
Raytheon Missiles & Defense (RMD) has an opening for a Manager, Contracts in the Advanced Effectors product area within RMDs Advanced Technology organization. This group focuses on key pursuits as well as development efforts that serve as the growth engine and front of the business, critical to the future growth of RMD.

The individual in this role will be the Contracts lead for a large Engineering & Manufacturing Development (EMD) program, spanning multiple years, to develop an advanced missile system. The program is of strategic importance to RMD, with successful execution enabling large follow-on production and maintenance contracts. This position is contingent on RMDs selection as prime contractor. Notification of selection is expected in January 2022, with contract start-up shortly thereafter.

Responsibilities include working closely with the Portfolio Directors, Program Managers, Chief Engineers, Business/Estimating, and Supply Chain. Working closely with this program leadership team, this individual will help lead contract start-up efforts and establish a Contracts presence to ensure success of this phase of the program. Initial focus will be on change management, support of program management and execution reviews, advising management of contractual obligations, and mitigation of contractual/program risks. There is also expected to be some proposal activity.

Please note that this role will be primarily on-site at RMD Tucson.

Responsibilities to Anticipate:
  • Lead contract start-up efforts
  • Initial focus of this role will be on change management, support of program management and execution reviews, advising management of contractual obligations, and mitigation of contractual/program risks
  • Conduct proposal activity

An advanced degree in a related field may be substituted for 3 additional years of experience.

Qualifications You Must Have:
  • Bachelors degree, preferably in Business, Finance or a related field
  • 8+ years, or an advanced degree with 5+ years, of applicable business-related experience
  • Prior experience with US Government contracts
  • An active and in-scope Secret US security clearance

Qualifications We Value:
  • Knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Experience as a program Contracts lead
  • Contractual acumen with proficiency in contracts fundamentals
  • Experience managing development contracts
  • Ability to understand the financial aspects of contracts and risk quantification
  • Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust
  • Experience working is a fast-paced environment, where prioritization is required to be effective
  • Proven record of responsiveness with strong time management and organization skills
  • Related contract administration experience including hands-on proposal preparation and contract negotiations with the US Department of Defense (DoD)
  • Experience with US Government and US Prime Contractor customers as well as end-user communities in the development and acquisition of major systems
  • Familiarity with Other Transaction Agreements, Intellectual Property, license agreements, or teaming agreements
  • Juris Doctor or MBA a plus
