Job Summary:
This position, Manager, Business Resilience & Crisis Management (BRCM) at Raytheon Technologies, reports to the RMD Associate Director, BRCM within Environment, Health & Safety (EH&S) for the Raytheon Missiles & Defense (RMD) Business Unit within Raytheon Technologies. The Manager, BRCM serves as one of the U.S. domestic program leads responsible for ensuring compliance for Tucson and other geographically separated RMD sites in accordance with BRCM Program policies. The Manager, BRCM assists with carrying out the mission to prepare for, respond to, and recover from incidents that may threaten the health, safety, and security of employees; assets, property, and products; environment and communities; and suppliers and logistical channels.

This position is located in Tucson, Arizona.

Responsibilities To Anticipate:
  • Oversight of RMD BRCM activities at multiple U.S. Sites, and acts as the Site BRCM Coordinator for the Tucson, Arizona Sites.
  • Leads all-hazards Threat, Hazard Identification, and Risk Assessments (Threat and Vulnerability Assessments) for the RMD Business and partners with functional stakeholders to identify internal and external risks and vulnerabilities.
  • Coordinates Hazard Mitigation/mitigation strategy planning efforts.
  • Develops Emergency Operations Plans (Incident Response Plans) to support preparedness, mitigation, and response efforts.
  • Creates and presents BRCM Program training and tabletop exercises at the site-level and business-level.
  • Coordinates response efforts for all-hazards events at the site-level and business-level, including the notification and activation of Incident Management Teams as appropriate.
  • Maintains the Emergency Notification System and sends emergency notifications as appropriate.
  • Leads After Action Reviews at the site-level and business-level and ensures completion of action items for program and process improvement.
  • Participates in Business Impact Analysis efforts to determine Recovery Time Objectives and Capabilities, and partners with the Disaster Recovery Team to determine Recovery Point Objectives and Capabilities.
  • Participates in Business Continuity Planning efforts.
  • Frequently works and communicates with Mission Area and Functional representatives and teams, including but not limited to: Global Security Services; Digital Technologies; Communications; Operations; Engineering; Environment, Health & Safety; Global Supply Chain Management; Finance; Human Resources; General Counsel; Strategy and Development.
  • Coordinates with and maintains a positive rapport with Pima County Office of Emergency Management and regional preparedness partners by participating in planning meetings, trainings, and tabletop exercises for a Whole Community approach.
  • Contributes to the RTX BRCM Program and RMD BRCM Program to advance strategy in support of business needs.
Note: The candidate must be willing to be on call after normal business hours and on weekends for emergency management support.

An advanced degree in a related field may be substituted for 3 additional years of experience.

Qualifications You Must Have:
  • Bachelors degree in Emergency Management, Homeland Security, Criminal Justice, Public Safety, Public Administration, or related field. Additional 2 years of relevant experience may be substituted for each 1 year of college (8 years without a bachelors)
  • 8 years of experience in Emergency Management, Risk Management, Security, or related field. (16 years without a bachelors)
  • Experience/Education/Training of Emergency Management and Department of Homeland Security practices and frameworks.
  • Experience in project management and team leading/team building activities.
  • The ability to obtain and maintain a US Security Clearance. U.S. Citizenship is required as only U.S. citizens are eligible for a security clearance.
Qualifications We Value:
  • Prior completion of FEMA Independent Study courses including but not limited to IS100 (Introduction to the ICS), IS200 (ICS for Single Resources), IS700 (Introduction to the NIMS), IS800 (NRF), Incident Command System training including but not limited to G300 (Intermediate ICS) and G400 (Advanced ICS), or other relevant Emergency Management and/or Business Continuity training.
  • Emergency Management or Business Continuity Certifications from an accredited institution, including but not limited to Disaster Recovery Institute International, International Association of Emergency Managers, or other.
  • Familiarity with work in a global context and experience or interest in international events, politics, and geopolitical situations.
  • Elevated problem-solving skills.
  • Ability to initiate and maintain a strong relationship with Mission Area and Functional stakeholders involved in Incident Management Teams and RMD Business Resilience & Crisis Management Program planning efforts.
  • Experience or familiarity with the Business Resilience & Crisis Management Program framework within Raytheon Missiles & Defense.
  • Strong computer skills, particularly with Microsoft Office products, and experience working with Emergency Notification Systems.
  • Excellent and effective communication, collaboration, decision-making, and interpersonal skills.
  • Excellent and effective presentation and public speaking skills.
  • Ability to work independently with minimal supervision.
  • Ability to comfortably work in fast-paced, high stress and high-pressure environments.
  • Ability to measure program effectiveness and ensure budget adherence for effective financial management.
