The Loitering Effects Program Manager (LEPM) position is an exciting opportunity to lead a portfolio of high performance, rapid development teams at the leading edge of the Department of Defenses acquisition shift to more commercial, non-traditional rapid development and fielding methodologies. The LEPM will be accountable for leadership, capture/marketing strategy, execution, profit and loss for the entire Coyote Loitering Effects portfolio. This responsibility includes customer interface and relationship building, proposal management, engineering and development oversight, future business development and capture efforts for an extremely fast paced portfolio of rapid development programs. The LEPM is responsible for tailoring common Raytheon procedures and processes, in coordination with cross functional leadership, to adapt to non-traditional contracting and proposal efforts utilizing Other Transactional Authority contracting methodologies and taking advantage of the growing DoD trend toward non-FAR based acquisition. This opportunity includes tech maturation, system architecture development, system integration, demonstration and rapid fielding efforts for special operations customers, rapid expanding to the four main Services to include leading Coyotes current competitive contract to win the Armys Program Of Record for Air Launched Effects. The LE portfolio includes rapid development & prototyping, significant flight test, strategic planning for follow-on phases, and successfully transitioning into production programs for the Army, Navy, Marines and Air Force customers. The PM candidate will communicate daily with multiple customers and is specifically responsible for maintaining and growing customer satisfaction. The LEPM opportunity includes all facets of the portfolio to include financial oversight for the development and test teams, New Business Investment (NBI) efforts and driving the success of related Coyote program development and execution activities.
Key Responsibilities:
  • Direct customer interface and customer satisfaction management. Serve as the day-to-day customer interface for detailed status and technical performance.
  • Must anticipate and fulfill customer needs to ensure customer satisfaction and continued business based on sound weapons technical experience and contract execution.
  • Multidisciplinary team leadership, strategy development, internal and external program reviews, program execution assessments through direct customer engagement, proposal preparation, supplier management, program management status reporting, and generation of work authorizations (IOTs), statements of work (SOWs), and specifications.
  • Financial, schedule, and technical performance for all contractual execution.
  • Supervision of associated NBI activities.
  • Coordination of suppliers/teammates for effective execution.
  • Align the priorities and provide clear direction; actively manage risk mitigation strategies and program execution cost savings and schedule mitigation strategies.
  • Work with RTN Business Development and Product Line Senior Leadership to shape program and funding to RTN win strategy.
  • Direct the performance of program task elements such as engineering, operations, supply chain, quality, contracts, finance, and administrative functions in the execution of required gate reviews and financial activities as well as program execution.
This position is based in Tucson, AZ and requires domestic travel about 25% of the time.



Qualifications you must have:
  • Minimum of 10 years of experience as a program manager or other related experience working with government customers.
  • Bachelors Degree; Preferably in Technical field like Science, Math or Engineering. Business Administration or related fields.
  • Experience with complex testing and demonstration events on Customer ranges to support contractual requirements.
  • Experience with the customers or DOD Communities; preferably with SOCOM, Army, Navy, Air Force.
  • Prior experience managing technical development programs while meeting stringent financial, schedule and performance requirements.
  • Ability to obtain Raytheon technologies Program and Capture Management (Level 3) Certification.
An active and in-scope Secret US security clearance

  • Knowledge of weapons testing and integration on DOD platforms.
  • Ability to monitor, interact and maintain execution synergy and focus for multiple diverse technical teams to support customer goals.
  • IMS and EVMS implementation and execution, to include meeting EAC requirements.
  • Knowledge of tube launched UAS and ability to translate technology development into coherent operational concepts for customer consideration.
  • Strong financial management background in order to maintain effective EAC management for a highly flexible, fast paced flight test schedule
