Naval Surface & Undersea Systems (NSUS) is seeking a highly motivated Program Manager to join the MK54 Lightweight Torpedo program within Submarine Systems. MK54 serves as the primary anti-submarine warfare (ASW) torpedo used by the United States Navy and Global Allies. This position is responsible for the development, implementation, and execution of MK54 strategies to ensure business objectives are met. The individual selected for this role will be responsible for focusing resources to achieve results aligned with customer, contract and long rage plan (LRP) objectives. The person in the role must determine priorities, interpret and apply company policies, and ensure risk mitigation activities are successfully managed. In this role, the PM is required to have a command of program management best practices to enhance program execution and the ability to lead a cross functional team. This PM will present to various levels of leadership concerning program status and execution and will be responsible for ensuring effective, timely, and sustained communication across the team, NSUS leadership, and the customer.

Responsibilities to Anticipate:
  • Developing customer relationships with Navy organizations and partners
  • Establishes and maintains key program metrics, defines program milestones/critical path/tactical direction and monitor adherence to program budgets and schedules ensuring program meets customers needs, schedule and financials as defined within the contract
  • Establishes an executable baseline schedule; negotiating and executing change requirements, as necessary
  • Identifies, actively manages and escalates the program risks and opportunities, in accordance with specific financial goals and obligations
  • Uses approved program tracking control systems and reports that accurately measure progress, identifies potential problems in sufficient time for corrective action to be taken and ensures the meeting of Raytheons contractual commitments
  • Builds, supervises and integrates the performance of the cross functional teams and sub-contractors
  • Often requires the ability to influence others outside of own job area and senior leadership
  • Empowered authority to accomplish program objectives for various life cycles of programs including development, production, and sustainment of systems to meet the end users operational needs
  • Acts as primary customer contact on status and performance and anticipates and fulfills customer needs, in accordance with the contract, to ensure their satisfaction and continued business
  • Supports requested Program reviews and drive all required actions to closure
  • Assists program leadership with emerging tasks critical to achieving program business objectives
  • Identifies and implements key program metrics and leads development of situational awareness reporting and management tools for program leadership teams to drive program success
  • Coordinates program start-up process by assisting in the creation of initial program artifacts (team structure, lesson learned, Contractual Work Breakdown Structure (CWBS), etc.)
  • Captures and tracks program actions and works with action owners to ensure timely closure of actions
  • Coordination and creation of monthly material to support the Program Management Review (PMR) package while leveraging material from the IPT status reviews
  • Support contract bidding, negotiation and contract definitization effort elements through internal functional and/or sub-contractor partnership
  • Focuses, evaluates, motivates and rewards the program team, enabling them to achieve desired results
  • Responsible for growing the program and its product(s) by ensuring ongoing customer funding of current contractual requirements, working with the customer to identify and fund further product enhancements and refinements, and identifying and pursuing additional markets and customers for the solution(s)
This position is based in Portsmouth, RI and requires ability to travel up to 20% of the time.

Qualifications you must have:
  • Bachelors Degree; preferably in a STEM field (Science, Technology, Engineering, Math) or related business degree.
  • 10 years related work experience
  • Experience preparing, revising, updating and monitoring required documentation and analysis in compliance with contract requirements and company standards
  • Experience integrating key business activities into a seamless project management plan leveraging best practices, people skills and cross utilization of assets
  • Ability to prepare and managing all required product lifecycle artifacts and reviews
  • Ability to develop and implement meaningful program metrics and milestones
The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Qualifications we value:
  • Masters Degree
  • Excellent communication, technical writing, oral presentation, and interpersonal skills.
  • Raytheon Technologies Program Management Certification Level 5 or equivalent, or plan to obtain within 6 months of selection
  • Experience developing and implementing global/international offset strategies
  • Experience leading an Integrated Product Team (IPT) of $25M+ value
  • Experience with Estimate at Complete (EAC), new business incentive management, management reserve and customer Program Manager Review
  • Experience with managing Risk and Opportunity
  • Experience working with the US Navy
  • Demonstrated knowledge of Department of Defense (DOD) acquisition processes
  • Experience working with Defense Contract Management Agency (DCMA)
  • Experience interfacing with senior leadership
  • Capture management and proposal execution experience
  • Experience with Traffic and Arms (ITAR) regulations, Export Import (EXIM) and licensing requirements, and Technical Assistance Agreements (TAA)
  • Experience in or more of the following program phases: Research & Development (R&D), Design/Development, Transition to Production, Production, Delivery, System Integration, Verification & Validation (IV&V), Deployment, Support & Sustainment
  • Experience with one or more of the following domain areas: Below Water Sensor Systems, Acoustics, Cyber, Hardware Design/Development, Logistics Management, Maritime Systems, Mission Systems Integration, Signal Processing, Software Design & Development, Submarine systems, Surface Ship Mission Systems Integration, Surface Ship Sonar Systems, Undersea Mine Hunting & Neutralization, Undersea Weapons, Unmanned Systems, Command & Control-C2, Effectors
  • Experience with one or more of the following Contract Types: Firm Fixed Price (FFP), Fixed Price Award Fee (FPAF), Fixed Price Incentive Fee (FPIF), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Direct Commercial Sales (DCS)
