We are seeking a Lead Work Planner who will serve as the payroll supervisor and mentor to mission support Work Planners across the institution. You will be responsible for implementing, integrating, and maintaining the Work Planner Qualification Program in compliance with DOE Work Planning & Control (WP&C) requirements, and serving as a Subject Matter Expert (SME) for the WP&C web application. This position is in the Work Planning & Control Office under the Environment Safety and Health (ES&H) Directorate.

Essential Duties
- Implement the LLNL Work Planner Qualification Program for mission support work planners across the Laboratory by developing and maintaining governance documents, qualification cards, endorsements, mentor guides, and training courses.
- Develop briefings for Work Planners on topics relevant to the work planning and Job Hazard Analysis process, including environmental, industrial safety, radiation, industrial hygiene, packaging and transportation, engineering, conduct of operations in collaboration with Functional Area Managers and SMEs from across the Laboratory.
- Mentor, train, and qualify mission support Work Planners and act as a consultant to work planners during development of work control documents for complex and high-hazard work.
- Provide subject matter expertise on the work planning process to Work Planners, RIs, and AIs ensuring the quality of the work planning, review, and approval process and of work control documents.
- Conduct bi-monthly Work Planner Forums to share lessons learned and solicit feedback for continuous improvement initiatives of the WP&C Program.
- Routinely review work control documents for quality and observe work in the field to validate work control documents, summarize the data, and provide feedback and recommendations to the WP&C FAM Office, Work Control Review Board, and Work Planners.
- Maintain the Work Planner Qualification.
- Perform other duties as assigned.

In Addition at the TSL.4 Level
- Provide comprehensive technical leadership, direction, and expert guidance to a multi-disciplinary and diverse team of Work Planners.
- Provide strategical technical advice to WP&C management.
- Supervisory functions including staff training and development and conducting performance reviews.

- Bachelors Degree in an engineering, science, ES&H or other related technical field, or equivalent combination of education and related technical experience.
- Significant experience working as a field engineer, work planning engineer, and/or project engineer, project manager, scientist, and/or ES&H engineer performing or providing technical and/or planning support for moderate to complex work activities, using scientific or engineering knowledge of the various types of materials, equipment, and methods used in the technical work.
- Expert-level knowledge of work control processes and job hazard analysis methodology.
- Advanced knowledge of and experience applying comprehensive knowledge of engineering , maintenance, and ES&H principles, and knowledge of chemical, industrial, explosives, and/or radiological hazards requirements to work planning.
- Significant experience implementing rigorous work planning and control processes and procedures within nuclear, commercial hazardous, and/or explosives facilities.
- Advanced technical writing, communication and presentation skills sufficient to train and oversee Work Planners, including the ability to qualify through the Procedure Professional Association as a Technical Writer and through DOE as a Basic Instructor.
- Advanced facilitation, mentoring and leadership skills and experience to effectively work with multi-disciplinary teams of scientists, technicians, SMEs, and managers in planning complex and high hazard work.
- Excellent interpersonal, verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical or operational information and provide advice to work planners, supervisors, and management.

In Addition at the TSL.4 Level
- Significant experience to using independent judgment to make decisions based on aggregate information and the recommendations of others, which significantly affect the ability of the organization to achieve its overall objectives and long-range goals; demonstrated ability to set clear goals and expectations.
- Supervisory experience, including delegating effectively, leading, motivating, and building complex interdisciplinary teams to work toward programmatic and institutional goals; experience in the development and implementation of performance reviews, ranking, and salary management.
- Significant experience and expert knowledge of engineering and ES&H principles, compliance requirements, and/or safety basis requirements. Expert knowledge of chemical, industrial, explosives, and/or radiological hazards.

Desired Qualifications
- Experience applying various Human Performance Improvement tools for both individuals and work teams (e.g. procedure use and adherence, place-keeping, pre-job briefings, etc.).
- Advanced knowledge of technical work with extensive nuclear and/or explosive safety/safety basis requirements.
- Possess a current Work Planner qualification and subject matter expertise on the WP&C process and IT web application.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
