We have an opening for a Deputy Manager in the Joint Laboratory Office at the Nevada National Security Site (NNSS). You will provide leadership, vision, strategic and tactical planning, and effective management of the unified Nuclear Weapons Program that has been developed between Lawrence Livermore National Laboratory (LLNL) and Los Alamos National Laboratory (LANL). The principle responsibility of the JLON Deputy Director is to work with the nuclear design Laboratories to understand and effectively execute the NNSS (NTS) Program and the operations for which LLNL and LANL are responsible. You will be the senior programmatic authority over the Nuclear Weapons Program activities in Nevada as well as the funding that flows from both Laboratories to the Nevada Test Site. This position is in the Joint Laboratory Office - Nevada (JLON) within the Weapons and Complex Integration (WCI) Directorate, reporting to the JLON Manager.
Essential Duties- Provide leadership, vision, strategic and tactical planning and effective management of the unified Nuclear Weapons Program activities in Nevada.
- Manage integration efforts of nuclear design Laboratories to understand and effectively execute the Joint Laboratory Office - Nevada (JLON).
- Develop and execute high hazard/high consequence experiments, projects, tests, or demonstrations.
- Define requirements for experimental and infrastructure support at the NNSS, serving as the JLON representative for NNSS modernization activities, representing Laboratory requirements and priorities, in collaboration with Laboratory technical organizations.
- Conduct/participate in various project and design reviews and management self-assessments.
- Prepare, develop, and analyze technical reports, position papers, proposals, and monthly progress reports describing technical accomplishments and other aspects of relevant programs and/or facility operations.
- Manage project interfaces and deployment interfacing with other organizations and serve as a Secondary REOP holder for LLNL operations including, but not limited to, the following: High Explosives Operations at Baker Site
, BEEF, and Area 2 Experiments and Operations.
-Perform other duties as assigned.
Qualifications
- Bachelors degree in Engineering or related field or equivalent combination of education and extensive related knowledge and experience.
- Expert project management/project engineering experience, with advanced relevant technical knowledge of the design, fabrication, acceptance testing, and assembly of engineering systems and components.
- Extensive experience with nuclear facility operations, hazard classification and assessment of nuclear and non-nuclear high-hazard facilities and working knowledge of the Nevada Test Site and NNSA Field Office. Ability to travel extensively as required.
- Extensive experience with one or more of the following; materials management, assurances, facility safety systems, industrial hygiene, criticality safety, and/or chemical processing.
- Extensive leadership and personnel management experience, including supervision, hiring, writing performance appraisals, ranking, and salary management
- Broad knowledge and significant experience with the implementation of Laboratory policies and procedures and/or similar high-hazard facilities with the ability to secure and maintain Human Reliability Program (HRP) certification, which includes: polygraph examination; physical and psychological assessment; and random drug and alcohol testing while additionally acting as the HRP Observing Supervisor.- Extensive problem-solving and decision-making skills necessary to independently advise, counsel, recommend, and develop solutions on a wide variety of technical and programmatic issues; extensive experience managing multi-disciplinary projects from initiation to closure.
- Expert communication, interpersonal, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise senior management and/or external sponsors with the ability to overcome setbacks and resolve conflict in a positive and constructive manner.
Desired Qualifications
- Masters degree or PhD in Engineering or related field.
- Significant experience with the activities associated with the development and testing of nuclear weapons and/or the stockpile stewardship program's sub-critical experiments.
-Significant experience working at the Nevada National Security Site including familiarity with site policies and procedures.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
