The EDGAR Business Office (EBO) provides direct executive-level oversight of the EDGAR system and represents the external business needs of the Commission and its Divisions and Offices in the operation of the EDGAR system. The Office also supports the future needs of the Commission and its Division and Offices by leading the EDGAR Redesign program to develop the future electronic filing environment. The Office has a broad role in Commission activities, interacting with nearly every Division and Office, providing support in meeting the current filing needs while also supporting the development of regulations that might impact new or changed filing requirements

This position is located in the Headquarters Building in Washington, DC.

EBO seeks a highly specialized individual with expertise in systems architecture and management of technology programs and special initiatives. This position focuses on the development and deployment of systems architecture technical solutions and would be the project interface with EDGAR Program Office (EPO), Office of Information Technology (OIT), and EDGAR Operations & Development.

If selected, you will join a team that is responsible for the EDGAR Redesign (ERD) Program, a multi-year cross-SEC initiative to develop and deliver the next generation electronic disclosure system and serve as the IT Specialist Senior Systems Engineer.

Responsibilities

  • Serves as the technical lead responsible for all systems engineering activities associated with the design, development, production, and support of the agency's flagship system, EDGAR
  • Conceives of and advises senior management on advances in technology to include providing technical direction of detailed configuration specifications, design and test reviews, problem reporting and testing.
  • Ensures system engineering and design specifications are adhered to within resource and risk allocations by supporting leadership to resolve issues concerning design, implementation, and testing of systems.
  • Defines and justifies technical concepts, strategies, specifications, and plans to satisfy EDGAR operational requirements.
  • Applies technical expertise integrating new technology and innovative techniques to address complex EDGAR implementation and integration challenges.
  • Supports the effort to define the functional and technical requirements for the new electronic filing environment as part of the EDGAR Redesign program.

Qualifying experience may be obtained in the private or public sector. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. MINIMUM QUALIFICATION REQUIREMENT: SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level: working with systems architecture and engineering of end-to-end large scale information systems and teams consisting of project managers, technical leads, and business analysts and must have all the following: Setting priorities and managing expectations among competing goals and objectives; overseeing design, development and testing of software; and establishing guidance and regulations to meet customer requirements;
AND
Performing full lifecycle system development activities (planning, requirements definition, analysis, design, testing, implementation and support); and providing technical guidance and support in at least four of the following IT related fields operations, infrastructure, security, compliance, enterprise architecture and data, and/or portfolio management;
AND
Achieving the organization mission through the following: delivery of cost effective emerging technologies and strategic acquisition, development, development and deployment of hardware, software and business solutions;
AND
Developing systems and applications by collaborating with engineering teams to determine architectural components, including infrastructure, architectural changes, and enforcement strategies and practice;
AND;
Developing policies, procedures, and technical standards for key process areas of the organization that ensure innovative, and cost-effective technology solutions.
