We are looking for a Conduct of Operations Manager for the Lawrence Livermore National Laboratory (LLNL). You will manage all aspects of the Institutional Conduct of Operations program in accordance with the requirements specified in Department of Energy (DOE) Order 422.1, Conduct of Operations. 

Essential Duties
- Serve as the institutional subject matter expert for Conduct of Operations.
- Ensure DOE requirements for Conduct of Operations are properly implemented in LLNL and facility procedures.

- Work with a multi-disciplinary and diverse team of engineers, scientists, associates, and technicians in the implementation of Conduct of Operations in LLNL facilities.
- Develop new ideas, modify approaches, and conduct strategic planning for Conduct of Operations programs impacting LLNL facilities and operations.
- Plan, schedule, and assist in assessments of the Conduct of Operations elements and their implementation within LLNL nuclear and non-nuclear facilities.
- Maintain the LLNL Conduct of Operations Manual and provide technical guidance on implementing matrices.
- Lead groups of technical and administrative personnel in support of facility operations and continuous improvement.
- Track and trend Conduct of Operations related issues and maintain metrics to measure the effectiveness and overall health of the program.
- Perform other duties as assigned.

Qualifications
- Bachelor of Science (BS) degree in Engineering, Physical Science, or related field, or the equivalent combination of education and related experience.
- Expert experience applying, and demonstrated ability leading the application and development of creative solutions to a diverse range of highly complex issues related to Conduct of Operations, resolving conflicting work requirements, and prioritizing tasks involving long-range targets.
- Subject matter expert knowledge of operations processes and support programs related to requirements specified in DOE Order 422.1, Conduct of Operations.
- Significant experience developing and implementing facility safety programs and process improvements.

- Significant experience  in one or more specialized fields including: scientific and technical disciplines, safety, engineering, operations, or maintenance.
- Significant experience engaging in and leading multi-disciplinary teams, conducting management assessments, incident analyses, readiness assessments, and effectiveness reviews.
- Highly advanced ability to provide independent judgment, sound technical evaluations, and recommendations in a wide-range of engineering and technical disciplines to establish and accomplish objectives.
- Expert communication, facilitation, and collaboration skills necessary to effectively present technical knowledge and provide advice to senior management, external sponsors, and stakeholders.

Desired Qualifications
- MS degree in a scientific or engineering discipline.
- Significant experience managing regulatory interpretation and implementation of Department of Energy and Federal regulations.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
