We have an opening for an Infrastructure & Operations (I&O) Directorate Administrator. From maintaining and operating buildings and facilities to emergency management and environmental restoration, I&O ensures that the critical functions of the Laboratory's 7-million-square-foot campus run smoothly. As the I&O Directorate Administrator, you will lead and oversee administrative and personnel operations. You will serve as a member of the I&O senior management team and participate in strategic business, workforce, and operational planning activities. This position will report directly to the O&B Principal Directorate Administrator.

In this role, you will

  • Direct and oversee the Principal Directorate's business operations and personnel management function of over 500 employees to achieve long-range directorate/programmatic goals through interactions with high-level personnel both internally and externally.
  • Manage the exempt and non-exempt administrative staff to include hiring, supervising, mentoring, career development, disciplinary actions, training, performance appraisals, coordinating work assignments, and providing ranking and salary recommendations.
  • Develop administrative, operational, and institutional policies, procedures, methods, and practices in support of Laboratory-wide initiatives; assess administrative needs, develop and implement procedures, methods, and practices to support fast-paced HR activities at the directorate level.
  • Serve as a member of the I&O senior management teams and using expert knowledge, contribute on and participate in business and workforce restructuring and planning, operational issues, and strategic planning activities.
  • Direct, assess, and oversee the I&O business and operations staff, including oversight of recruiting, hiring, training, performance appraisals, ranking, salary and implementation of office technology systems and procedures.
  • Manage and administer the performance management, ranking, and salary activities for the directorate.
  • Analyze and interpret human resources requirements/guidance and determine course of action to obtain optimal results. Investigate and recommend appropriate courses of action to managers and supervisors on administrative and personnel matters.
  • Oversee administrative budget and forecast staffing levels to ensure appropriate support of mission activities.
  • Perform other duties as assigned.

Additional job responsibilities at the A01.5 level

  • Administer a variety of internal committees and/or meetings to ensure timely information dissemination on personnel-related policies and issues; represent the Infrastructure and Operations Directorate on institutional committees and working groups.
  • Lead, manage, and oversee the development and implementation of advanced concepts, policies, procedures, methods, techniques, standards, and applications.
  • Provide strategic and tactical execution regarding administrative operational issues and synthesize multi-faceted and complex issues and challenges into short and long-term measurable goals, metrics, and deliverables.
  • Oversee internal and external audits, assessments, action items, and high-level inquiries.

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's Degree in a related field or equivalent combination of extensive experience and education in a related business, operational and/or organizational area.
  • Extensive supervisory experience with demonstrated leadership and teambuilding skills to effectively build and manage an effective business and operations support team.
  • Advanced interpersonal, verbal, and written communication skills to explain, negotiate, persuade, and lead staff and management through conflict resolution in order to obtain consent action on complex personnel and business operations actions, achieving desirable outcomes.
  • Experience interpreting and applying a wide variety of personnel policies and procedures with broad knowledge of recruiting, hiring, performance management, and staff relations practices and an understanding of HR compliance requirements for hiring FLSA, ADA, EEO, etc.
  • Advanced administrative and organizational skills, including attention to detail, flexibility, and experience independently coordinating and prioritizing multiple and complex work activities, often with conflicting deadlines; ability to work effectively with short deadlines and frequent interruptions.
  • Experience leading and supervising business, operational and/or organizational activities; experience managing a diverse group of non-exempt and exempt staff.
  • Advanced analytical and problem-solving skills with the ability to independently anticipate, identify, and resolve complex issues effectively.
  • Experience working effectively on a variety of institutional and/or organizational projects and resolving organizational issues.
  • Experience coaching, mentoring, and developing administrative staff.

Additional qualifications at the A01.5 level

  • Extensive experience leading and overseeing business, operational and/or organizational activities for a large organization or institutional entity.
  • Experience overseeing internal and external audits, assessments, action items, or high-level inquiries.
  • Extensive experience leading and overseeing a variety of cross-organizational and/or integrated projects.

Qualifications We Desire

  • Experience or understanding working with Unions, negotiations, and collective bargaining agreements.
  • Knowledge of LLNL operations and DOE or similar agency requirements.
