Job Description:

This position is for a Raytheon Missile & Defense Special Programs Security Manager to support and manage all

all security aspects of assigned programs to ensure compliance with all programmatic requirements and Government regulations for Special Access Programs (SAP) and Sensitive Compartmented Information (SCI) Missile Defense Agency programs.

This leadership role will directly report to the RMD Special Programs Senior Security Manager with matrixed responsibility to the vice president and program senior leadership of Strategic Missile Defense at Raytheon Missiles & Defense, a business of Raytheon Technologies.

U.S. Citizenship status is required as this position requires an active U.S. Top Secret Security Clearance as of day one of employment.

Responsibilities include, but are not limited to:
  • Supervise, lead, and develop program the RMD Special Programs security personnel.
  • Develop, implement, administer and manage all Program and Personnel Security practices and procedures for Special Access materials, documents, and equipment for a wide range of contract efforts.
  • Review contractual (SOW, CDRL, etc.) documents, internal and external customer directives for security applicability, impact analysis, and recommendations to Program Management.
  • Professionally and effectively interface with RMD executives, program leadership and government officials to obtain rulings, interpretations, and acceptable deviations or waivers for compliance with regulations.
  • Oversight of security related Standard Operating Procedures (SOP), OPSEC Plans; Program Protection Plans (PPP) and Program Protection Implementation Plans (PPIP).
  • Active participation in proposal teams and serve as the local Special Programs SME responsible for the review of proposals received and subsequent development of Proposal Security Volumes, security documentation required in response to the proposal task and development of security support staff plans required to execute the program and related Gate reviews.

Required Skills:
  • Possess a minimum of a current, final TOP SECRET security clearance with an investigation not older than 6 years on the first day of employment.
  • At least 8 years of National Security experience with SAP and SCI Security Program emphasis.
  • Thorough understanding of the National Industrial Security Program Operating Manual (NISPOM), Department of Defense Manual (DoDM) 5205.07 series, Joint SAP Implementation Guide (JSIG), and the ICD-705 Technical Specification.
  • Understanding of all aspects of DD254 and other Security Specification contract documents for the IC.
  • Experience with USG contract proposals as a Security Volume SME.
  • Ability to effectively support new CONOPs, concepts and scenarios for ECPs, RFPs, and other related.
  • Familiarity with Statement of Work (SOW) and cost, labor hours and budget management.
  • Working knowledge of BOEs, budgets, contracts and proposal management.
  • Direct experience with self assessments and formal customer inspections.
  • Previous security management or supervisory experience.
  • Ability to engage and influence internal senior leadership, external customers and partners.
Desired Skills:
  • Direct experience with MDA and USAF programs and established rapport with customers
  • Experience managing, motivating and maintaining effective relationships in a team environment.
  • Ability to effectively collaborate across internal and external cross functional environments.
  • Excellent writing, verbal communication and organizational skills.
  • Working knowledge of the JSIG/Risk Management Framework.
  • Self-starter requiring limited direction and supervision.
  • Available to work flexible or extended hours during surge periods that may require related travel.
Security Clearance: This position requires the successful issuance, transfer or maintenance of a security Clearance. Non-US citizens may not be eligible to obtain a security clearance. The DCSA, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Active Top Secret Clearance, SSBI/SCI eligible, and SAP caveats - a minimum of a current, final Top Secret security clearance with a current investigation date on the first day of employment. A current investigation is defined as an investigation not older than six (6) years.

Required Education: Bachelors Degree in Homeland Security, Security Management, Business or other relevant.
Desired Education: Masters Degree and 8 years of relevant experience.
