Security Manager/FSO Raytheon Missiles and Defense Albuquerque, NM

This position will be responsible for the management of security operations in Albuquerque, NM for Raytheon Missiles and Defense (RMD). The chosen candidate will perform the functions of Facility Security Officer (FSO), Information System Security Manager (ISSM) and Information System Security Officer (ISSO). This position is a dual report to the Sr. Industrial Security Manager with oversight of Albuquerque, and the RMD Information Assurance Cyber Operations Manager.
Duties:
  • Implement policy and procedures to enforce compliance with government requirements
  • Conduct investigations, compose and submit violation reports, suspicious contact reports, and adverse information reports
  • Partner with program management to ensure security needs are met
  • Administer the programs for handling and safeguarding classified and proprietary information.
  • Coordinate with government and industry oversight agencies to facilitate inspections/audits of security programs and systems
  • Conduct Assessment and Authorization (A&A) activities (documentation preparation, system configuration/validation, certification testing, etc) for information systems
  • Conduct security sustainment activities (hardware change management, software change management, account management, media protection, user interface, file transfers, etc) for information systems
  • Conduct audit trail reviews on information systems
  • Conduct self-inspections and Security education and awareness training and briefings
  • Ensure access control to building(s), badge new hires and contractors
  • Review and maintain local site DD-254s
  • Perform administrative duties in regards to JPAS (classified visits), Access Commander (transfers, briefings, etc.), eSecurity (upload documentation), Perspective (input and track all Security related incidents), and Visitor Registration System.
  • Support RMD Industrial Security Execution efforts for developing and managing classification management, DD254 cataloguing and management, self-inspection, internal security audits and continuous monitoring programs.
  • Support RMD Industrial Security Awareness Training and Education with developing and managing security education modules and other educational products for internal Security training. Conducts internal audits of security education compliance.

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.

Required Skills and Education:
  • Bachelors Degree, or 8 years equivalent related experience in lieu of degree PLUS the following:
  • A minimum of 8 years directly related Industrial and/or Cyber Security experience (16 years without a Bachelor's degree)
  • Must currently have a minimum of an active Secret clearance
  • Experience with any of the following: NISPOM, DAAPM, ODAA Process Manual and/or Baseline Technical Security Configuration Standards
  • Experience in a management role and/or leading a team.
  • U.S Citizenship is required

Desired Skills and Education:
  • A Bachelors or Masters Degree in Criminal Justice, IT, IT Management, Cybersecurity or other relevant degree.
  • Experience with Interconnected Security Agreements, Network Security Plans, and Memorandum of Agreements/Understanding
  • Experience with certifying compliance and auditing the security aspects of various operating systems (Windows, Linux, Solaris, etc.)
  • Ability to obtain and maintain Information Security professional certifications, as required
  • Previous experience as an FSO or ISSM
  • COMSEC knowledge and/or experience
  • Experience developing IS plans, implementing RMF policy and procedures for networks
  • Experience with conducting briefings/trainings
  • Experience with Interconnected Security Agreements, Network Security Plans, and Memorandum of Agreements/Understanding
  • Experience supporting various system configurations (stand alone, LAN, WAN)
  • Excellent time management and customer service skills
  • Self-motivated and requires minimal supervision
  • Ability to handle difficult people and/or situations in high pressure environments and make tough decisions
  • Utilizes forward thinking to anticipate customer/government changes and challenges
  • Uncompromising integrity and ethics
  • Positive attitude and team player mentality
  • Position will be part-time telecommuting/part-time office until COVID-19 restrictions allow full time return to the office environment.


Security Clearance: This position requires the successful issuance, transfer or maintenance of a security Clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Counterintelligence and Security Agency (DCSA) an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
