We have an opening for an Industrial Safety Group Leader to lead the Industrial Safety Group.You will provide leadership and technical expertise to a group of subject-matter experts in the area of Industrial Safety and ensure program compliance with applicable requirements while supporting programmatic activities.

This position will be filled at either the TSL.4 or TSL.5 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Essential Duties
- Provide leadership and technical expertise to the Industrial Safety Group to ensure high quality services and a unified approach utilizing best practices in innovative ways to develop and implement a comprehensive program.
- Prepare and manage a budget exceeding $1.5M and 10 FTEs. Supervise personnel, oversee the performance review and salary management process, recruit and hire new staff, and mentor staff to promote personal growth.
- Serve as a subject matter expert (SME) on relevant occupational safety standards, policies and procedures, and lead, develop and implement safety polices and guidance that are technically sound, compatible with regulations and consistently applied across the Laboratory.
- Provide strategic technical advice to ES&H management and LLNL programs of regulatory issues, their potential impact and mitigation.
- Represent the LLNL Industrial Safety program to internal/external stakeholders, including the governance boards and oversight committees.
- Provide highly advanced technical guidance and subject matter expert knowledge to a diverse and complex set of health and safety programs, SMEs and ES&H Manual Document authors.
- Responsible for ensuring staff meet industrial safety expert level qualifications to support the institutional programs.
- Develop performance objectives intended to strengthen the institutional Industrial Safety Program, moving it toward excellence, in collaboration with DOE and NNSA colleagues and ES&H Team management. Provide oversight to performance objectives completion including presentation status at Trimester meetings with DOE and NNSA personnel.
- Perform other duties as assigned.

In Addition, at the TSL.5 Level
- Provide and develop solutions to highly unusual, complex, and sensitive technical issues with innovative approaches.
- Responsible for high-level long-range goal setting and strategic planning.
- Determining methods and techniques to establish objectives and allocate resources using independent judgment.

- Bachelors degree in Occupational Safety or other scientific, technical or safety-related field, or the equivalent combination of education and significant related experience.
- Professional certification in a safety discipline (e.g., Certified Safety Professional).
- Subject matter expert level knowledge in one or more occupational safety disciplines including industrial safety, explosives safety, laser safety, electrical safety, and/or construction safety.
- Substantial experience with and working knowledge of federal regulations and national standards in the field of occupational safety.
- Substantial experience ensuring ES&H and quality assurance standards are established and met.
- Experience in the areas of budgets, performance and salary management, as well as motivating, leading, supervising, mentoring and hiring a team of professionals supporting a complex, diverse organization.
- Expert verbal and written communication, facilitation and collaboration skills necessary to effectively present, explain, and advise complex technical information to all levels of management, including regulatory agencies and key stakeholders.
- Highly advanced organizational, problem solving, conflict resolution, decision making and leadership skills necessary to independently advise, recommend, negotiate and approve appropriate actions and implement solutions to highly complex issues.

In Addition, at the TSL.5 Level
- Expert knowledge of occupational safety and health laws, regulations and standard industry practices.
- Extensive experience with project planning, workforce planning and identifying strategic goals.
- Demonstrated ability to anticipate problems in work assignment areas, review associated risks, identify appropriate solutions and direct workflow.

Desired Qualifications
- Professional certification in a safety discipline (e.g., Certified Safety Professional, Certified Industrial Hygienist)
- Understanding of LLNL policies and procedures.
- Master's degree in Occupational Safety or other scientific, technical or safety-related field.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Anticipated Clearance Level: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
