We have an opening for a HR Operations Lead. You will lead governance and compliance management, organizational performance reporting and measurement, business case analysis, and operational improvements. This position is in the Strategic Human Resources Management (SHRM) Directorate and will work closely with the leadership team and across functions to develop and implement strategies that will improve human resources business practices.

Essential Duties
- Manage and oversee compliance activities for the Directorate related to internal and external audit and adherence to prime contract requirements.
- Research issues and engage subject matter experts across a variety of functions to develop appropriate responses and complete deliverables on behalf of the management team.
- Lead, plan, analyze, develop and oversee the implementation and communication of strategies that standardize and improve Directorate operations.
- Lead cross-functional teams to design and develop presentations on behalf of the Associate Director, ensuring message and quality is tailored for both internal and external audiences.
- Design, author, and present organizational performance reports including a balanced scorecard, performance evaluation plan, strategic plan, and monthly dashboard.
- Measure continuous improvements on behalf of the Directorate to quantify impact related to change in process or technology.
- Research and advise SHRMs senior management on best industry practice related to workforce metrics to enhance HR business intelligence reporting in a variety of forums, including the Directors monthly performance review.
- Perform business case analysis in support of HR policy which will include analyzing data trends, performing benchmarking research, and synthesizing findings in an executive summary format to inform decisions.
- Provide high level facilitation of management or operations meetings, including agenda design and content preparation.
- Perform other duties as assigned.

- Bachelors degree in Business, Human Resources, or related field, or equivalent combination of extensive experience and education in a related business, operational and/or organizational area.
- Broad and significant experience and operational knowledge to develop, implement and manage operational policies and processes without appreciable direction and within broad parameters.
- Significant experience developing and presenting materials that inform executive decisions and independently authoring products using clear and concise language, correct grammar, a common voice, and appropriate messaging for audience.
- Experience leading projects dependent on cross-functional collaboration.
- Advanced problem solving, decision making, and analytical skills necessary to independently anticipate, analyze, advise, recommend, approve appropriate actions and implement solutions to highly complex issues having significant impact.
- Advanced organizational skills and experience managing deadlines for multiple complex work activities.
- Experience performing advanced data analysis using MS Excel to scope relevant information, identify trends and anomalies, and synthesize findings in a concise and compelling visual format.experience designing, formatting, and reporting organizational performance metrics.
- Advanced interpersonal, verbal, and written communication skills to explain, direct, present, advise, negotiate, and influence management, internal, and external stakeholders.
- Broad or specialized experience working in or in support of Human Resource functions.
- Experience using common office software including MS Office applications and Adobe Acrobat.

Desired Qualifications
- Graduate level education in Business, Human Resources, or similar field.
- PMP, PHR, SPHR, or Lean Six Sigma certification.
- Industry experience in government, defense, or academia.
- Experience in roles assigned to consult leadership teams such as HRBP, Administrator, Deputy or similar.
- Experience managing or supporting quality assurance deliverables.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
