We have an opening for a Health Information/Business Operations Manager. You will manage Health Services Department (HSD) business operations and budget including procurements and assure appropriate stewardship of personal health information generated, maintained, and managed by HSD. This position necessitates interactions with a number of external organizations, including DOE, DOL, and internal stakeholders (senior management, operational managers, line management, patients, and clinical staff). This position is in the Health Services Department within the Environmental Safety and Health (ES&H) Directorate.

Essential Duties
- Oversee and manage the generation, organization, maintenance and access to all LLNL medical records in compliance with applicable requirements. Manage LLNLs corporate electronic health information and related system interfaces (IWS, WPC, LTRAIN, and People) with technical support from the Information Technology group. Serve as the medical records institutional administrator for the DOL administered EEOIPCA program. Serve as medical records subject matter expert (SME) for LLNL.
- Plan, direct, and manage the day to day business operations of Health Services including personnel, procurements, budget, information systems, facility management, performance metrics, and quality assurance and improvement. Independently develop, implement and monitor self-assessments, quality assurance, risk management, and utilization review processes.
- Manage, implement, and enforce privacy and security practices as mandated by federal (e.g., HIPAA and DOE), and state laws.
- Develop and implement policies, procedures, to meet applicable federal and state regulations, laws, and/or requirements. Ensure compliance with existing DOE orders and LLNS contractual obligations as well as federal or state requirements.
- Manage HSD budget in collaboration with the Department Head and Directorate Resource Analyst to ensure appropriate staffing levels and procurements to deliver compliant quality occupational medicine services. Act on behalf of the Department Head in his/her absence.
- Directly supervise and provide leadership, oversight and performance management of non-exempt and exempt administrative personnel.
- Oversee and manage HSDs credentialing and privileging of licensed staff and training requirements for all HSD staff.
- Ensure that all health records systems and practices meet or exceed Association for Accreditation of Ambulatory Health Care (AAAHC) standards.
- Perform other duties as assigned.

- Bachelors degree in business or a health-related science, or equivalent combination of education and related experience.
- Work experience and/or formal training in health information management and administration to include an understanding of technical principles, theories, concepts, practices, and medical terminology to assure quality management of personal health information.
- Significant experience involving the administration and management of a corporate electronic record system, as well as, experience developing/improving strategic and tactical plans for a records management system including maximizing electronic capabilities.
- Work experience in business operations including management of budgets, personnel, procurements, contracts, facilities, performance metrics, and quality assurance.
- Significant management of resources and line supervisory experience with an emphasis on ability to develop constructive team approach to problem solving.
- Advanced skills using desktop tools (e.g., Excel) to manage programs and processes, track and trend data, and develop operational reports.
- Strong organizational skills, ability to function effectively and independently in management and supervisory roles and set priorities in a multi-tasked environment with constantly changing demands.
- Comprehensive knowledge of statutory requirements related to health information and business operations management.

Desired Qualifications
- Possess a current Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) credential.
- Experience implementing complex regulatory requirements (e.g., DOE, DOL, EEOICPA, HIPAA) related to stewardship of medical information and/or business operations.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) L-level clearance.

If you are selected, we will initiatea Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. L-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
