Job Description

The Georgia Tech Research Institute (GTRI) Information Officer has the overall responsibility to provide vision and leadership for Information Technology (IT) strategy and implementation for GTRI. This includes data analytics and business intelligence, development and support, IT infrastructure, cyber security, research computing and technical services. The GTRI Information Officer is a research faculty position that reports to both the Director of GTRI and the Georgia Tech Chief Information Officer (CIO), participates on the GTRI Executive Council as a member of the GTRI executive leadership team, and has the responsibility to oversee enterprise IT and research computing IT at GTRI. By partnering with constituents across the organization, the GTRI Information Officer will lead and execute a shared IT strategy focused on achieving GTRIs research goals.

The GTRI Information Officer will also actively participate in Georgia Tech (GT) wide IT strategy, governance and leaderships roles by partnering closely with GT Office of Information Technology (OIT) and other IT leaders across the institute.


  • This position will interact on a consistent basis with: Executive and senior leadership, executive level internal stakeholders, external service providers, vendors, industry peers and unit management and staff.

Major responsibilities in strategy:

  • Develop an IT vision, strategy and a roadmap, and lead the IT teams and its partners in effective execution.
  • Build partnerships with researchers, staff, GTRI senior leadership, external service providers, vendors, industry peers, OIT/IT leaders across campus and others; making IT a business & research enabler.
  • Act as advisor to GTRI senior leadership on all aspects of IT including appropriate investment in strategic, research and operational system.
  • Develop and manage a GTRI IT budget for capital and operating expenses and ensure the effective and appropriate expenditure of the IT funding resources.
  • Lead and drive IT processes, business and technology changes in order to bring efficiencies to GTRI overall and ensure high quality, streamlined services.
  • Develop and communicate information systems/technology plans, policies and technology trends throughout GTRI, including senior management, researchers and professional staff.
  • Develop and implement an IT Governance model, and serve as the portfolio manager for GTRI enterprise-wide IT projects and initiatives.
  • Continually stay up-to-date on government contractor requirements for information protection.
  • Establish a comprehensive enterprise information security & governance program to ensure protection of enterprise and research systems & data.
  • Provide support and ongoing reinforcement of change management philosophies related to changes and advances in innovative business & research systems.

Major responsibilities in team development:

  • Hire, develop, evaluate, and retain a highly-qualified team of IT professionals.
  • Foster a culture of innovation, transparency and accountability in IT.
  • Promote service excellence at all levels of the IT organization.
  • Develop an organizational model to deliver effective and efficient services to customers.
  • Establish group/departmental goals; determine the resource needs to meet these goals; and assess performance.

Major responsibilities in operations:

  • Establish and maintain highly reliable IT infrastructure and enterprise business systems that will enable smooth execution of business processes.
  • Develop and execute an analytics program that will allow GTRI leaders to make data-based decisions.
  • Establish and maintain research computing IT infrastructure including secure computing to enable research excellence.
  • Monitor the provision of services, levels of service, and service quality.
  • Ensure that the organizations business processes are compliant with relevant legislation, and that the organization operates according to the principles embedded in relevant standards. 
  • Develop and institutionalize metrics for monitoring and managing the performance of IT-related systems and services, with respect to their contribution to business performance and benefits to the business.

Travel Requirements

10% - 25% travel

Required Minimum Qualifications

  • A Masters degree in Information Technology, Computer Science, Information Systems, or a related field of study and 15+ years of relevant full-time experience, including managing a staff of technical professionals, with at least 10 years of experience in a management role
  • Excellent leadership skills, business acumen, and ability to effectively manage, lead and supervise a multidisciplinary team
  • Proven ability to translate business objectives into information technology initiatives
  • Ability to identify scope and approach to initiatives and formulate short- and long-term information technology plans and budgets
  • Demonstrated experience in decision-making that has an organization-wide impact
  • Strong leadership, mentoring, strategic planning, change management, collaboration, and negotiation skills
  • Demonstrated executive-level communication and influencing skills with the ability to resolve issues, build consensus among groups of diverse internal/external stakeholders, and negotiate and mediate conflict
  • Strong analytical, critical thinking and problem-solving skills

Preferred Qualifications

  • A PhD degree in Information Technology, Computer Science, Information systems or related field
  • Experience in executive management role
  • Experience in a research university setting
  • CISSP and/or PMP certification

U.S. Citizenship Requirements

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Clearance Type Required

Ability to obtain and retain a Top Secret/SCI Clearance.
