Job Title: Group Lead, IT Systems


Overview: We are currently seeking qualified applicants with leadership and management experience to serve as Group Leader for IT Systems in the Field Intelligence Element (FIE).  Under DOE-IN authorities, the FIE serves as the ORNL focal point for all intelligence community matters and supports national security science by providing secure IT, communications, facilities, and analysis. The IT Systems group is responsible for the management of a protected classified intelligence information enterprise to support communications and research for all ORNL FIE members.




Provide leadership to a group that strategically advances technical professional subject matter expertise for a variety of technical projects, programs or operations consistent with ORNL’s aspiration to be the world’s premier R&D institution and ORNL’s science culture.


The Technical Group Leader brings together a group of peers with the primary goal of pursuing global leadership in their field, nurtures ORNL’s culture among group members, and continues to build and scale up individual excellence and impact. The Technical Group Leader reports to the FIE Director and works closely with other group leaders to implement the group’s technical vision; develops group members to enable their career advancement; establishes capabilities that enable programs to excel at the forefront of technical professional expertise; works to solve technical challenges for science, engineering, or technical projects and functions; sets, implements, and models standards for performance of work consistent with Environment, Safety, Security, Health, and Quality (ESH&Q) requirements and business rules; and ensures a diverse and inclusive work environment where every employee feels safe, heard, and appreciated—a workplace that sets an example for the broader community.


The National Security Sciences Directorate conducts research and development to confront some of the nation’s most difficult security challenges and adversaries.  Our directorate houses S&T leadership in cybersecurity and cyber-physical resiliency, data analytics, geospatial science and technology, nuclear nonproliferation, and high-performance computing for sensitive national security missions. We draw on the Laboratory’s exceptional facilities and work closely with leading researchers in other areas at the lab such as nuclear and chemical sciences and engineering, applied materials, advanced manufacturing, biosecurity, transportation, and computing.  Our multi-disciplinary research teams are passionate about discovery and innovation as we create science-based solutions to complex security threats that put public safety, national defense, energy infrastructure, and the economy at risk.

Duties and Responsibilities:

  • Lead a team of 15-20 IT professionals and manage a complex, classified IT enterprise.
  • Lead and manage exempt staff who perform similar professional services for a single function, program, product, or technical discipline.
  • Engage in regular interactions with program, project, and functional (line) management to ensure effective dialogue regarding customer requirements, current capabilities and future opportunities.
  • Coordinate with Classified Computing/Clusters Group Leader to ensure all tasks and projects are completed on schedule; within scope and budget; and meet performance standards.
  • Liaison with subordinates, managers and VARs (value added resellers) at a variety of levels to assess issues of scope, scheduling, cost, policies, and procedures.
  • Act as the primary IT systems contact for functions and projects.
  • Conduct briefings and technical meetings with internal and external customers concerning specific operations/programs/projects.
  • Assist in the development and implementation of the DOE-IN enterprise IT operational strategy.
  • Manage the Field Intelligence Element (FIE) data center.
  • Collaborate with DOE-IN for strategic planning of critical networks, set priorities for the management/update of classified IT intelligence systems, and manage all IT resources and budgets.
  • Liaison with subordinates, managers and VARs (value added resellers) at all levels to prioritize issues of scope, scheduling, cost, policies, and procedures.



Qualifications Required:

  • Requires a Ph.D. with a minimum of 4 years relevant experiences, a M.S. with a minimum of 7 years experiences, a B.S. with 8 years relevant experiences, or significant relevant experiences.
  • Qualified candidates should have demonstrated experience in leading technical teams



Preferred Qualifications:

  • 10 years or more of leadership/management experience
  • Advanced degree in computer science or technical equivalent with 10 years of relevant technical experience
  • Possess a working knowledge of Executive Orders 13526 and 12333
  • Detailed knowledge of information technology and cybersecurity policy
  • Substantial experience and knowledge of secure information technology and cybersecurity operations
  • Possess highly developed verbal and written communication skills



Special Requirement:

This position requires the ability to obtain and maintain a Sensitive Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.  In addition, due the SCI, you may be also be subject to random polygraph testing.
