We have an opening for a Division Leader for General Accounting & Compliance who will serve as the Lawrence Livermore National Security (LLNS), LLC Corporate Controller. In this role, you will be responsible for the financial accounting and reporting, revenue accounting and treasury, compliance and controls, and the institutional and corporate tax operations of a $2.7B organization. You will also have responsibility for the Lawrence Livermore National Security (LLNS) corporate accounting function. You will have significant impact in the development and management of business and financial strategies for the Finance Department as well as the Office of the Chief Financial Officer (OCFO). As a key member of the Finance Department leadership team, you will provide leadership, oversight, and direction, for the major financial functions within the Finance Department. You will also develop, implement, and be responsible for new policies and procedures, financial systems, and workforce strategies.

LLNL is an integrated contractor to the National Nuclear Security Administration (NNSA), a semi-autonomous agency within the Department of Energy (DOE). As the Division Leader, you will be responsible for building and maintaining effective partnerships at the Federal level, including with other entities within the DOE/NNSA complex.

This position reports to the Deputy Chief Financial Officer (CFO)/Controller. The General Accounting and Compliance team is comprised of approximately 30 professionals.

In this role you will

  • ­Provide strategic leadership, direction and oversight to the General Accounting & Compliance Division to ensure financial accounting and compliance policies, procedures, and systems align with customer needs and comply with the LLNS contract, applicable DOE/NNSA, federal and state regulations, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), and Office of Management & Budget (OMB) Circular A-123 requirements.
  • Serve as the LLNS Corporate Controller responsible for the LLNS financial statements and Board of Governors and LLNS executive leadership presentations.
  • Provide leadership for and oversee the management of major financial systems strategies, implementation, and operations.
  • Ensure the organization attracts, develops, and retains a talented and diverse financial workforce.
  • Oversee and maintain an effective internal control environment consistent with OMB A-123 requirements and provide management assurance of the adequacy of key internal controls.
  • Provide expert advice, counsel, and assistance to the Deputy CFO on developing tactical and strategic approaches on financial and business matters that are impactful to the achievement of the Laboratory's missions.
  • Oversee the preparation of LLNL and LLNS key deliverables and reports for DOE/NNSA and other external entities.
  • Serve on and/or lead institutional committees representing the OCFO. Will also participate on and collaborate with external peer groups.
  • Be responsible for the department meeting the goals of Integrated Safety Management, Integrated Safeguards and Security Management, Work Control and Planning, compliance with all Environmental Safety and Health (ES&H) regulations, good business practices, diversity, and equal opportunity.
  • Serve as the Deputy CFO/Controller in acting capacity and perform other duties as assigned.

  • ­Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's Degree in Business Administration, Accounting, Finance, or related field or an equivalent combination of education and related experience.
  • Extensive experience and expert knowledge of financial management regulations, policies, procedures, and operating practices.
  • Expert problem solving, decision making, and analytical skills necessary to independently advise, recommend, and resolve highly complex problems having Laboratory-wide impact.
  • Proven ability to independently execute assignments and experience ensuring that internal controls meet OMB A-123 requirements.
  • Extensive leadership experience as demonstrated by progressive levels of increasing management responsibility. Demonstrated leadership experience to successfully integrate diverse resources and projects to achieve organizational objectives.
  • Expert verbal and written communication and presentation skills to interact effectively with senior level Laboratory personnel as well as external organizations and agencies.
  • Demonstrated acumen to effectively build and maintain partnerships, both internal and external, to achieve Laboratory goals and objectives.

Qualifications We Desire

  • ­Advanced degree in Finance, Accounting, Business Administration, or a related field; and/or Certified Public Accountant.
  • Experience in working in the management and operating contractor environment within the DOE/NNSA complex.
