Position Summary:

The Naval Power Mission Area has an immediate opening for an individual to serve as the Finance Leader for the Naval Surface and Undersea Systems (NSUS) Product Area Directorate (PAD). The NSUS PAD is a portfolio of programs with a growing group of production and development programs with projected 2021 Revenues of ~$0.8B. This role reports directly to the Naval Power Mission Area CFO, but will work most directly with the NSUS PAD leader and the PAD leadership team to ensure successful execution of the portfolio of products/contracts within the PAD.

The NSUS PAD is a leading provider and integrator of combat management, anti-submarine, mine warfare, and integrated ship systems, as well as a portfolio of sensors, sonar systems and torpedoes for U.S. and allied fleets. The NSUS PAD is headquartered in Portsmouth, RI and supported by sites in St Petersberg, FL, San Diego, CA. Also included in this PAD is oversight of Raytheon Anschutz which is located in Kiel, Germany. The PADs portfolio includes multiple contract types (Cost Type, Fixed Price), Development/Production/Engineering Services efforts, Domestic and International customers, all of which will provide the successful candidate an opportunity to excel in a variety of environments.

This PADs Finance Leader is responsible for leading a team of talented managers and analysts, coaching and mentoring members of the team at all levels, and ensuring proper staffing levels and the right skill mix needed to meet internal and external customer requirements. Interested candidates must have prior Finance Management experience along with a proficiency in Finance reporting systems and processes. The successful candidate will have the ability to work relatively independently, be self-motivated, and comfortable with new challenges.

Responsibilities to Anticipate:
  • Coordination and Oversight of all financial aspects including financial planning (Long Range Plan, AOP, working capital, monthly financial forecasting & performance reporting, and New Business Investments)
  • Oversight of Estimates at Completion (EACs)
  • Representing the PAD at regular financial status reviews with Naval Power Mission Area leadership
  • Providing strategic financial leadership in partnership with NSUS PAD leaders in areas such as affordability, cost management, and program growth
  • Providing financial analysis for investments & growth opportunities
  • Assuring solid proposal offerings are being made for new business that comply with our business practices and support achievement of our financial objectives
An advanced degree in a related field may be substituted for additional years of experience as follows: Masters is equal to 2 years of experience or a Ph.D. is equal to 4 years of experience.

Qualifications You Must Have:
  • Bachelors Degree in Finance, Accounting, Economics, Mathematics or related
  • 12 years work experience in Financial/Accounting Management
  • Leadership experience in a matrixed environment
  • Experience with Earned Value Management System (EVMS) concepts, procedures and/or processes, including baseline planning and/or Integrated Baseline Review (IBR) preparation and execution
  • Experience with Financial Planning and Analysis (FPA)
  • Experience interfacing and conducting business with various functional disciplines (engineering, supply chain etc.)
  • Experience in organizing, preparing, and presenting briefings to customers, management and/or peers
  • The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Qualifications We Value:
  • Masters Degree in Business, Finance, Accounting or related
  • Active Secret DoD clearance
  • Strong communication skills with the ability to effectively interact with multiple layers within the organization
  • Experience with SAP (APEX or similar tools)
  • Experienced computer proficiency (Excel - Advanced, Word, Powerpoint, etc.)
  • Ability to drive change and influence beyond authority level
  • Experience leading/managing interpersonal teams
  • Experience managing multiple DoD contracts
