Job Description

The Field Office Manager at the Patuxent River Field Office in Lexington Park, MD sustains technical research and development activities between the Naval Air Systems Command (NAVAIR) and GTRI. The position develops and maintains relationships across local government, industry, professional, and academic organizations to strengthen research and development outcomes for sponsored programs. Additionally, the Field Office Manager researches, develops, and executes strategic and tactical plans in coordination with each of the GTRI Directorates and ensures that GTRI is represented favorably in the local public eye by supporting community events and local STEM programs. The Field Office Manager is responsible for providing monthly performance status reports, organizing staff planning and assignments, overseeing sponsored research projects, and coordinating business development activities on various NAVAIR projects.

RESPONSIBILITIES INCLUDE:

  • Provide project management and technical oversight for field office-sponsored research to ensure execution of successful research programs based on sponsor requirements
  • Oversee and manage field office operational budgets, resources and compliance with institutional policies and procedures
  • Train and mentor direct reports to develop expertise in functional management, project management and project execution including facilitating the publication of novel research activities, professional development, and other training opportunities
  • Supervise the activities of approximately 6 employees that consist of full-time research faculty and support staff
  • Lead business development and major sponsor engagement activities in support of field office and lab programs
  • Coordinate with the ELSYS Laboratory Director and leadership on operational activities that include providing monthly performance reporting, managing staff planning, and assignments and overseeing sponsored research projects and business development activities
  • Conduct administrative actions including the recruitment, hiring, and termination of the field office personnel, execution of performance appraisals, development and execution of performance improvement plans and review and approval of employee timesheets
  • Establish, maintain and evolve the strategic vision and execution plan for the field office, complementary to ELSYS strategic plans, to enhance sponsored project portfolios and technical capabilities
  • Provide oversight for GTRIs Innovation and Modernization Pax River (IMPAX) activities local to Lexington Park, MD
  • Maintain strong relationships with NAVAIR sponsors and Atlanta-based researchers to showcase and implement GTRI capabilities
  • Perform other duties as assigned

Education & Length of Experience

Senior Research Engineer/Scientist/Technologist/Associate

  • A Bachelors and Masters degree required, with one or both in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering, Mathematics, Physics, Business Administration, Strategic/Military Studies, National Security, Management or related technical field and seven (7) years of relevant full-time experience after completion of that degree,
  • A Bachelors and Masters degree required, with one or both in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering, Mathematics, Physics, Business Administration, Strategic/Military Studies, National Security, Management or related technical field and nine (9) years of relevant full-time experience after completion of a Bachelors degree, or
  • A Doctoral degree in and Masters degree required, with one or both in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering, Mathematics, Physics, Business Administration, Strategic/Military Studies, National Security, Management or related technical field and four (4) years of relevant full-time experience after completion of a Bachelor's degree.

Principal Research Engineer/Scientist/Technologist/Associate

  • A Bachelors and Masters degree required, with one or both in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering, Mathematics, Physics, Business Administration, Strategic/Military Studies, National Security, Management or related technical field and eleven (11) years of relevant full-time experience, or
  • A Doctoral degree in and Masters degree required, with one or both in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering, Mathematics, Physics, Business Administration, Strategic/Military Studies, National Security, Management or related technical field and seven (7) years of relevant full-time experience.

Required Minimum Qualifications

  • 10+ years of experience leading technical programs in project management or technical leadership role
  • Experience leading business development activities and sponsor engagements
  • Experience facilitating dialogue, collaboration, and partnerships among research personnel, government, and industry stakeholders
  • Experience creating and delivering technical presentations

Preferred Qualifications

  • Experience working with and/or supporting NAVAIR to include NAVAIR programs, organizational structure and contracting
  • A strong background facilitating dialogue, collaboration and partnerships between research personnel and government and/or industry stakeholders
  • Strong background and expertise in one or more of GTRI's technical competencies (e.g. electronic warfare, cyber warfare, avionics, systems engineering, etc.)
  • Demonstrated experience managing an organization (e.g. experience managing teams ranging from engineering researchers, technicians, administrators, and support services)
  • Experience with large government research programs and/or contract vehicles
  • Experience planning complex engineering work and leading engineering teams in the execution of that work
  • Working knowledge of systems development processes, configuration management, and control processes and project management
  • Experience with organizational policies and procedures and interaction with support/operational units
  • Experience in presenting to Senior Executive level sponsors and decision-makers
