Export Licensing & Compliance Advisor

We have an exciting opportunity for an Export Licensing & Compliance Advisor to join the Raytheon Missiles and Defense (RMD) Global Trade Business Excellence (BE) function. This opportunity provides exposure and visibility in the field of Export Import operations and its strategic impact on global growth and success.

This position will report to the Global Trade BE Lead and provide support to the Senior Managers for the Air Power Mission Area and will be located in Tucson, AZ, Woburn, MA or remotely near these locations. The Export Licensing & Compliance Advisor will be responsible for working with the BE team on various compliance projects, assessments, and Part 130 reporting. Part of this role will also assist the Senior Managers in Air Power in developing export and import strategies to support programs and capture efforts with international activities. Work closely with internal customers to develop export and import authorizations that allow for the efficient export of technology, technical data, hardware, and services. Apply international trade regulations and laws to real-life situations to enable international business to support programs with international activities. The successful candidates will have the opportunity to work in a high-energy, fast-paced environment, developing relationships with internal customers and collaborating with multiple business functions for success.

Responsibilities to Anticipate
  • Participates in BE compliance audits, investigations and conducts internal compliance training programs.
  • Collaborate with various functions on gathering the required and timely data to support Part 130 requirements.
  • Will be a POC for Part 130 and will learn the process and help refine the process.
  • Responsible for the review, determination and writing of Part 130 regulatory reports.
  • Provides support for BE compliance metrics, reporting and authorization management.
  • Acts as a resource for entry-level export/import licensing personnel.
  • Provides consistent interpretation of Customs Regulations, International Traffic in Arms Regulations (ITAR), Foreign Assets Control Regulations, Anti-boycott Regulations, Bureau of Alcohol, Tobacco and Firearms Regulations, Foreign Trade Statistical Regulations, and Export Administration Regulations (EAR) to RMD/RTX employees.
  • Developing and delivering training as required for RMD/RTX employees engaged in international business activities.
  • Assists with the development of authorization strategies for the international marketing, sales, support, offshore procurement and manufacturing of defense and dual use articles.
  • Prepares and submits license applications, Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLA) and other requests for approval to the appropriate Empowered Official (EO) and providing status updates to the programs/requestors
Qualifications You Must Have
  • 5 years of experience in international business, finance, contracts, supply chain, engineering or other, relevant discipline
  • BS/BA Degree in business, international business, legal, or related field
  • Experience with Microsoft Office applications
Qualifications We Value:
  • Experience with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).
  • Experience with Technical Assistance Agreement (TAA) and Manufacturing Licensing Agreement (MLA) preparation/administration
  • Knowledge of Export Control Reform (ECR) and aware of Jurisdiction Classification Assessment
  • Demonstrated ability to collaborate with multiple business functions for success
