We have an opening for an Explosives Safety Professional in the Worker Safety and Health Functional Area to provide explosives and industrial safety support to institutional LLNL programs and operations. You will interact with a diverse group of personnel and multiple levels management from LLNL research programs, support organizations, and external regulatory agencies.

This position will be filled at either the TSS.2 or TSS.3 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Provide explosive and industrial safety support to LLNL programs and operations in specific areas of assignment.
- Develop technical reports, review and evaluate health and safety standards, procedures, drawings, and diagrams for conformance to DOE standards and other applicable requirements.
- Conduct inspections of explosives activities and evaluate hazards for compliance with DOE, DOT, and LLNL codes and standards.
- Critique facility and experimental designs and installations as well as conduct inspections of buildings, facilities, equipment, and apparatus related to explosives operations to identify safety-related deficiencies. Develop solutions and provide recommendations to resolve issues.
- Review results of compliance audits and inspections with management, provide recommendations for correction (and prevention of recurrence) of non-compliant findings, and identify necessary follow-up measures to ensure future compliance.
- Advise Laboratory scientists, engineers, and other programmatic personnel in developing solutions to moderately complex safety-related issues and provide technical explosives safety support.
- Investigate explosives incidents for possible causes, prepare necessary documentation and recommend appropriate measures to eliminate or mitigate reoccurrence, and provide emergency response support to safety incidents on-site.
- Perform other duties as assigned.

In Addition, at the TSS.3 Level
- Provide advanced explosives safety support to LLNL programs and operations in specific areas of assignment; develop and present safety courses in explosives safety or related topics.
- Advise Laboratory scientists, engineers, and other programmatic personnel in developing solutions to highly complex safety-related problems.
- Mentor less experienced health and safety personnel.

Qualifications
- Bachelors degree in a scientific, technical or health and safety related field, or the equivalent combination of education and related experience.
- Comprehensive knowledge and experience in explosives safety applicable to research or manufacturing as well as related state/federal regulations and other consensus standards.
- Experience preparing technical reports; conducting audits and inspections, and successfully working compliance issues with key stakeholders.
- Experience providing emergency response and participation in the investigation of incidents or accidents involving hazards relating to industrial safety.
- Analytical, decision-making and problem-solving skills to evaluate, interpret, negotiate, recommend and implement actions/solutions for moderately complex problems.
- Proficient verbal and written communication skills necessary to effectively present, explain and communicate moderately complex technical information to all levels of personnel and management.
- Effective organizational skills with detail orientation necessary to handle multiple moderately complex tasks in a demanding environment with conflicting priorities, tight and changing deadlines, and frequent interruptions while providing high-level customer service and good follow through.
- Experience working independently and in a team environment with a broad cross-section of people and organizations, managing projects, and meeting schedules.

In Addition, at the TSS.3 Level
- Advanced knowledge and significant experience in explosives safety with advanced knowledge of related state/federal regulations and other consensus standards.
- Advanced verbal and written communication skills necessary to effectively collaborate in a team environment and to communicate complex technical information to all levels of management, both internal and external to the Laboratory, including regulatory agencies and key stakeholders.
- Advanced analytical, decision-making and problem-solving skills to evaluate, interpret, negotiate, recommend and implement actions/solutions for complex health and safety problems.

Desired Qualifications
- Masters degree in Occupational Safety, Industrial Hygiene, or other scientific, technical or health and safety related field.
- Experience with inspection, maintenance, manufacturing and storage of explosives/weapons systems as well as knowledge of DOE orders.
- Certification by the Board of Certified Safety Professionals (CSP).

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
