Job Summary:

The Excalibur Engineering Services Program Manager reports directly to the Excalibur Associate Director, which is part of the Multi-Domain Attack Systems Directorate at Raytheon Missiles and Defense. Leads program execution, cost, schedule and technical performance of Excalibur Engineering Services (ES) program covering design of new capabilities, obsolescence design updates, conduct of Stockpile Reliability program and technical support for the Excalibur projectile and is the Lead on all ES proposals.

Tucson, Arizona is the preferred location for this hybrid role and other RMD locations are acceptable.

Responsibilities to Anticipate:
  • Provides leadership and support for ES proposals and various task order pursuits.
  • Establishes and sustains business relationship including identification and response to customer needs.
  • Delivers on contractual and financial commitments. Leads ES proposal efforts within Excalibur including ROMs, NTEs and firm proposals.
  • Proposals include United States Government (USG) and Fixed-Price, Fixed-Price Incentive and Cost-Plus Proposals in response to non-competitive RFP or competitive RFP.
  • Key responsibilities include collaborating with the Program Manager and Estimating to develop an organized proposal strategy, which includes the proposal kickoff package (RFP requirements, WBS structure, Cost Targets, and Proposal Schedule) that allows for timely management review.
  • Reviews the pricing for accuracy and reasonableness, consistency and compliance of BOEs, and that the cost volume is responsive to each RFPs requirements.
  • Responsibilities also include preparation of required Gate 4 sign off packages and support of fact-finding, negotiation and post-award audit activities.
  • Management of Bidding & Proposal (B&P) Budget to include annual estimates and revisions as necessary.
  • Organize and manage the B&P charge accounts for the various proposal activities and be accountable to directing the accounts usage across the directorate.
  • There will be some domestic travel up to 10-15% of the time.

Qualifications You Must Have:
  • Bachelors degree in Science, Technology, Engineering, Mathematics (STEM), or related field
  • 10 years of progressive experience in Engineering, Operations and/or Manufacturing.
  • At least 4+ years of program management or related project experience.
  • Business and / or project management tools and processes experience such as Integrated Product Development System (IPDS), EVMS, Integrated Master Schedule/Integrated Master Plan, Risk Management, Financial Forecasting and Estimates at Completion (EACs)
  • Working knowledge of Domestic Commercial Sales (DCS), Federal Acquisition Regulations (FAR) and other Government Procurement regulations as they pertain to each proposal.
The ability to obtain and maintain a US security clearance prior to the start date. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Qualifications We Value:

  • PM Level 4 Certification or equivalent, or the ability to obtain PM Level 4 Certification within one year of being in role
  • Excellent verbal and written communication skills
  • Understanding of proposal pricing tools (ACES and TIES).
  • Proposal knowledge & expertise that leads to a completed proposal that has linkage with all volumes (Technical, Cost and Management, etc).
  • Working knowledge of IPDS Gate 4 template and ability to assemble the final Gate 4 package and brief the material to management
  • Executive level presence, effectively working and communicating with all levels of management and customers in a matrix organization
  • Thorough understanding and implementation of program leadership best practices and processes to include capture management, engineering development, production operations and mission support activities
  • Ability to develop customer and program enhancing partnerships with internal functional organizations; such as Contracts, Finance, Engineering, Supply Chain, Operations, Mission Assurance and other support functions.
  • Strong financial background, organizational skills and ability to persuade multi-functional proposal team members in a very dynamic and time sensitive environment.
  • Strong interpersonal skills with the ability to ensure deadlines met while engaging in respectful conduct. Demonstrated success building positive team relations and strong influential leadership skills.
  • Raytheon Proposal Manager Experience within the last four years.
