Ethics Specialist

We have an opening for an Ethics Specialist. The position is in the Independent Audit & Ethics Department (IAED). You will be responsible for working with the Ethics Manager to implement the ethics program at the laboratory. You will assist in optimizing ethical and compliant practices in achievement of the laboratory's goals and objectives. You must demonstrate a high level of personal and professional judgment and integrity.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will

  • Provide advanced, diverse, and highly sensitive administrative support within the Ethics Office to include drafting correspondence, tracking action items, providing metrics, and scheduling, coordinating, and participating in Ethics Office status meetings.
  • Review, manage and assess requirements on Ethics Office inquiries (email and phone), document statistics, prepare reports for content, clarity and identified improvements.
  • Makes and implement decisions regardingOutside Business Activity (OBA) application. UpdateOBA guidelines, compile and author reports for dissemination to DOE.
  • Researches and gathers information included within monthly LLNL Conflict of Interest (COI) Certificate reports.
  • Review, analyze and respond to Statements of Economic Interest (SOEI) for special projects requests, and post government employment restriction determinations.
  • Support management of annual Confidential Financial Disclosure to designated LLNL officials as required by policies, rules and regulations.
  • Perform other duties as assigned.

Additional job responsibilities, at the A01.3 level

  • Initiate, develop, maintain, and revise policies and procedures for the general operation of the ethics program and its related activities.
  • Collaborate with other Laboratory entities (e.g., Human Resources, OGC, Security Organization, ES&H, and Quality Assurance) to make determinations and direct compliance issues to appropriate channels for investigation and resolution.
  • Analyze, interpret, and implement appropriate actions related to sensitive conflict of interest reports.
  • Provide comprehensive reports to the Ethics Manager in support of briefings to the LLNS Board of Governors and Laboratory Senior Management.

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship
  • Associate degree in Paralegal, Business, or a related field or the equivalent combination of education and experience.
  • Knowledge of personnel, business and financial management policies and practices.
  • Knowledge of and experience managing and administering business standards of conduct and business ethics policies, practices, and procedures and knowledge of legal requirements affecting ethics, and conflict of interest.
  • Experience working with management or customers regarding business ethics matters
  • Ability to direct, create and maintain an integrated process for receiving, tracking, and recording resolution of ethical concerns.
  • Advanced written and verbal communication skills necessary to present, direct, negotiate, and influence at all levels of staff and high levels of management.

Additional qualifications at the A01.3 level

  • Advanced knowledge of and experience managing and administering business standards of conduct and business ethics policies, practices, and procedures and knowledge of legal requirements affecting ethics, and conflict of interest.
  • Significant experience working with management or customers regarding business ethics matters; coordinating with General Counsel representative supporting Ethics Office.
  • Advanced problem solving, decision making, and analytical skills necessary to independently advise, recommend, and resolve highly complex problems having Lab-wide impact.
  • Experience conducting an ethics investigation or ability to learn how to conduct an ethics investigation.

  • BS/BA degree in Business, a related field, or an equivalent combination of education and experience.
  • CFE (Certified Fraud Examiner)
  • CCEP (Certified Compliance & Ethics Professional)

Security Clearance

LLNL is a Department of Energy (DOE) and National Nuclear Security Administration (NNSA) Laboratory.
