We have an opening for an Environmental Stewardship, Planning, and Monitoring (ESPM) Group Leader in the Environmental Functional Area within the ES&H Directorate. You will provide leadership and technical expertise to a group of subject-matter experts in National Environmental Policy Act/California Environmental Quality Act (NEPA/CEQA), cultural resources, water quality, and natural resources compliance and ensure the LLNL is compliant with applicable requirements while supporting programmatic activities.

This position will be filled at either the TSL.4 or TSL.5 level, depending on the skills of the selected candidate.Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Essential Duties- Provide technical leadership and direction to the ESPM Group to ensure high quality services and a unified approach, using best practices in innovative ways to develop and implement comprehensive compliance programs.- Manage and direct the effort of eight employees and an annual budget exceeding $1.2 million. - Oversee the performance review and salary management process, recruit and hire new staff, and mentor staff to promote personal growth.- Serve as a subject matter expert (SME) on relevant environmental standards, policies and procedures, and lead, develop and implement regulatory policies and guidance that are technically sound, compatible with regulations and consistently applied across the Laboratory.- Provide strategic technical advice to ES&H management and LLNL programs on regulatory issues, their potential impact and mitigation.- Represent the ESPM Group to internal/external stakeholders, including the IORB, OEC, and local, state and federal regulatory agencies.- Provide advanced technical guidance and subject matter expert knowledge to a diverse and complex set of environmental programs, SMEs and institutional document authors.- Responsible for ensuring ESPM staff meets expert level qualifications.- Perform other duties as assigned.In Addition, at the TSL.5 Level- Provide and develop solutions to highly unusual, complex, and sensitive technical issues with innovative approaches.- Responsible for high-level long-range goal setting and strategic planning.- Use independent judgment in determining methods and techniques to establish objectives and allocate resources.Qualifications
- Bachelors degree in environmental science, chemistry, biology, geology or related field, or the equivalent combination of education and related experience.
- Highly advanced knowledge of local, state, and federal regulations and associated compliance documentation, in: NEPA/CEQA, water quality, cultural resources, or natural resources.- Significant experience managing permit and regulatory compliance with personnel and managing workload and compliance priorities. - Significant experience ensuring ES&H and quality assurance standards are established and adhered to including writing and reviewing institution-wide procedural documents.- Advanced knowledge/understanding of budgets, performance reviews, and salary management. Experience leading a team, project, and/or group; or experience managing through leads/subordinate supervisors.- Excellent interpersonal skills and the ability to interact and collaborate with others in a consistently positive manner, exercise discretion and tact, and gain consensus in an environment where others may have strongly conflicting ideas and goals.- Advanced analytical, decision-making and problem-solving skills to evaluate, interpret, negotiate, recommend, and implement actions/solutions for complex problems.- Advanced communication, collaboration, facilitation and problem-solving skills necessary to direct and build cooperative multi-disciplinary teams, present and explain technical or operational information, and provide advice to senior management, regulators, and stakeholders.In Addition, at the TSL.5 Level- Expert knowledge of environmental laws, regulations and standard industry practices.- Extensive experience with project planning, workforce planning and identifying strategic goals.- Demonstrated ability to anticipate problems in work assignment areas, review associated risks, identify appropriate solutions and direct workflow.Desired Qualifications- Understanding of LLNL policies and procedures.- Master's degree in biological or environmental science or related field.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.If you are selected, we willinitiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
