Job Description:

As part of the Naval Power Mission Area, the Enterprise Air Surveillance Radar (EASR) is the next generation S-Band 3-D air search radar for Naval Carriers and Amphibious Class ships. EASR is part of the SPY-6 family of radars being designed, tested and produced by RTX and consists of two different system variants. The EASR Chief Engineer (CE) owns the design, development and execution of the technical baseline for these two variants, overseeing all technical aspects and is accountable to the Program Manager. The CE serves as the main program interface with the customer relative to technical issues and represents the point of view of the customer and sees that it is properly represented throughout the program.

  • The CE is responsible for developing and maintaining a technical baseline that meets all customer Technical Performance Measures and Key Performance Parameters. The CE must manage the technical baseline to maximize hardware and software reuse across the Sensor Product Line Programs to minimize cost and schedule impacts to development and production.
  • The CE is responsible for management of the System Level Requirements documents (SRD, A-Spec) to both the internal SPY-6 Program Office and the external Navy Customer. In addition, the CE is responsible for reviewing and approving all program CDRLs and Technical Data Package updates and changes in the Product Data Management system before being released to the customer.
  • The CE is the Chair of the joint Government/RTX Local Configuration Control Board and leads the Requirements and Architecture Working Group, the Performance Analysis Working Group, and the monthly Technical Interchange Meetings with the Navy. The CE develops the agendas for these meetings with the Navy and produces the technical content.
  • The CE is responsible for supporting Wallops Integration and Test activities, ensuring all hardware and software baselines are developed, installed and tested prior to all live test events. Additionally, the CE is responsible for addressing any radar performance issues and/or requirement shortfalls seen in site testing.
  • The CE will work closely with the business development organization to ensure the technical baselines for all new pursuits maximize hardware and software reuse. This will enable RTX to propose the most competitive offerings for new customers.
  • The CE is responsible for communicating and briefing the development, execution and maintenance of the technical baseline across all engineering senior leadership disciplines, at the director level and above. Additionally, the CE must interface with and influence the SPY-6 Program Office, the Naval Radar Systems CE, and the Naval Radar Systems Director. The CE will also need to work with and influence Business Development on successfully positioning the technical baseline offerings for all international customers; drive bid assumptions & strategy, investment requirements & assumptions, and frame technical risks.
  • The CE is responsible for making improvements to design, development, integration and sell-off processes. The CE must also understanding the technical concerns of the Navy customer and its technical subcontractors and address those concerns while limiting scope creep and design complexity. The CE will have to solve problems that affect all engineering directorates and disciplines.
  • The CE provides technical oversight/guidance/coaching to the hardware, software, systems and test engineers (~150+) to maintain a compliant and producible radar design

This position requires a current Secret U.S. Security Clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.

Qualifications you must have:
  • U.S. Citizenship is required
  • Ability to obtain or current Secret US Security Clearance.
  • Bachelor in STEM ( Science, Technology, Engineering, Math)
  • 12+ years related work experience
  • Experience with working with RF and designing Radar Systems
  • Experience leading a multi-disciplined, technical team with the ability to develop, empower, motivate and monitor the team
  • Proven ability to interface with internal and external customers and lead technical solutions to complex user requirements

Qualifications we value:
  • Experience with and in-depth knowledge of the SPY-6 Sensor Product Line hardware and software products
  • Prior experience with Navy Customer
  • Ability to travel to other RTX and customer locations across the country
  • Masters Degree in Engineering
  • Subject Matter Expert in RF systems; experience with the design of phased array antennas, digital receiver/exciters, backend processing systems, advanced digital waveforms, digital beamforming, advanced signal processing and electronic protection methods
  • Experience with generation of system specifications and the allocation of that budget to hardware subsystems and component levels, as well as the development and maintenance of SW level requirements
  • Extensive experience in the assessment and maintenance of program Technical Performance Measures
  • Excellent communication, technical writing, oral presentation, and interpersonal skills
